ย Context
Under the overall supervision of the Director, Coordination Office for the Mediterranean, Chief of Mission for Italy and Malta, Representative to the Holy See, and IOM Maltaโs non-resident Officer in Charge seated in Rome, and under the direct supervision of the Senior Project Associate , AVRR, the incumbent will be acting as Protection Associate , AVRR and will have the following duties and responsibilities in the framework of the AVRR project.
Assist in the implementation of the AVRR project, in accordance with IOMโs policies and standard operating procedures as well as donor requirements, in order to ensure that migrants unwilling or unable to remain in Malta can avail of AVRR, by assisting with vulnerability assessment, case management and provision of direct responses, when feasible;Draft and Adapt the Vulnerability Assessment Tools based on the needs assessed throughout projectโs implementation;Arrange interpretation/cultural mediation services to facilitate the implementation of project activities by liaising with the pool of cultural mediators;Conduct Vulnerability Assessments and Screenings of the vulnerable migrants reaching AVRR, according to the tools available and the referral mechanisms existing within the Organization and in the Maltese context;Liaise with internal and external stakeholders to follow up on the vulnerable cases identified, prior, during their return operations and afterwords to ensure necessary continuity of care;Make pre-departure arrangements, to ensure that AVRR returnees receive the needed assistance, including by communicating with relevant Maltese authorities and diplomatic representations, particularly for obtaining clearances and travel documents; registering migrantsโ data in the IOM database, MiMOSA, and in close cooperation with the rest of the projectโs team;When necessary, provide departure assistance at the Malta International Airport, in coordination with relevant Maltese authorities, including disbursement of pre-departure cash allowances or in-cash support, if/as applicable;Assist the rest of the team in preparing the personal reintegration plan, when relevant in cooperation with IOM Missions in the Countries of Origin to ensure the needs of the returnee are duly taken into account;Support the development and implementation of training sessions with relevant Maltese stakeholder on detecting and addressing vulnerable situations, especially for prospected returnees;Perform other duties as may be assigned. Education High School Diploma with five years of experience; orย Bachelorโs degree or equivalent in Psychology, Social and Community Studies, Social Studies with three years of experience.Accredited Universities are those listed in the UNESCO World Higher Education Database.ย Experience Relevant experience in migration assistance and counselling of migrants;Experience in working with vulnerable groups;Experience in social work or case work will be considered an asset;Work experience in an international context is considered an advantage.Skills Knowledge of migration related areas dealt with by the Organization;Familiarity with the migration context in Malta and with movement-related operations is considered an asset.Languages Fluency in English is required (oral and written).Knowledge of Maltese, French, Arabic or any other languages is considered an asset.IOMโs official languages are English, French and Spanish.Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.ย Required Competenciesย IOMโs competency framework can be found at this link.
