Background
The project โOpportunities for Social Inclusion and Rights through Improved Services for Persons with Disabilities in Armeniaโ (OSIRIS) is built on the results of the project โStronger Services for Equal Participation and Inclusive Developmentโ, implemented by UNDP and UNICEF in 2020-2025 and funded by the Government of Russia, as well as the project โEnabling Environment for Disability Mainstreamingโ, implemented by UNDP in 2022-2023, funded by the United Nations Partnership on the Rights of Persons with Disabilities (UNPRPD). The Project will contribute to achieving the government policy on provision of social services and support to persons with disabilities, based on social needs assessment, to boost the socio-economic potential of a person (Government Programme 2021-2026). It will further contribute to supporting independent living of persons with disabilities and their full inclusion and participation, as well as to increasing resilience and independent living of families, (Comprehensive Program for the Social Inclusion of Persons with Disabilities 2023-2027).
The outcome will be consolidated through three key outputs of the Project:
Output 1. Increased availability and quality of ICF assessment-based services for persons with disabilities and refugees. Output 2. Citizens, refugees, and service providers have equitable access to an innovative, user-friendly digital voucher system that supports ICF assessment-based services and assistive technologies for persons with disabilities. Output 3. Strengthened capacities of ICF-related service providers and social workers to provide inclusive services for persons with disabilities and refugees.The proposed project aims to contribute to the well-being of persons with disabilities and refugees,ย so that they can live independently and participate fully in all aspects of life, by enhancing the quality and range of integrated services available to PWDs. Persons with disabilities in Armenia face significant barriers to accessing quality services, particularly in rural and underserved areas. They need improved availability of assistive technologies, social rehabilitation services, and opportunities for professional reintegration.
Duties and Responsibilities
The Project Task Analyst willl work in daily contact with the Ministry of Labor and Social Affairs (MLSA), Unified Social Services Center (USSC), Nork Technology Center, as well as Organisations of People with Disabilities (OPDs), service providers and organisations supporting refugees with disabilities for an inclusive management approach.
The Project Task Analyst will perform the following duties:
Support the Democratic Governance Programme Analyst in ensuring that progress is made in achieving goals and objectives of the project and other related activities;ย Ensure timely implementation of the Project activities in daily coordination and with the MLSA focal points for the project; Ensure the timely administration of the project, including its reporting and budgeting; Provide substantive technical inputs to the annual workplan and budget; work towards its timely implementation with project partners and beneficiaries; monitor budget implementation and make budget re-alignments/ revisions as necessary; Work towards safeguarding, monitoring and facilitating quality assurance of all the project activities as spelled out in the project document; Monitor progress of implementation of activities and finances using the results-based management tools;ย Ensure effective information flow and exchange within the team; Contribute to the selection of international and national consultants/companies and preparation of procurements and contracting packages in line with work plans and UNDP rules and guidelines;ย Work closely and coordinate the work of the national and international experts of the Project;ย Organize and attend field missions as necessary and draft reports on monitoring site visits; Draft and coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;ย Identify capacity development needs of stakeholders; Keep updated a mapping of main stakeholders/ partners in the field in the Project target sectors; Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products; Identify and synthesize best practices and lessons learned that are directly linked to the implementation of the Project and contribute to their dissemination; Support the Democratic Governance Programme Analyst to provide substantive inputs to resource mobilization strategies, analyzing and maintaining information and databases on donors and developing database of project profiles for presentation to donors;ย Prepare relevant documentation such as project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events; Perform financial certification function and provide oversight over the Project transactions; Confirm receipt of goods and services procured, authorize payments from the Project funds, monitor financial status of the Project; Provide support in identification and procurement of services and equipment; Acts as Project asset custodianโค Support transfer of technical assistance and substantive advice to the working groups and beneficiary institutions in relevant sector; Assess the situations and propose improvements based on best practice; Promote networking and experience sharing between the Project stakeholders and target groups; Contribute to capacity development and awareness raising of the beneficiaries during interviews, workshops, training events, and conferences;ย Advise the beneficiaries throughout the Project implementation period; Liaise and establish proper professional relationship with the authorities on national, regional and local level. Support the Democratic Governance Programme Analyst to foster due coordination and linkages of the parallel UNDP projects on service delivery, rule of law, human rights and justice in Armenia; Ensure timely communication and coordination with MLSA and other Project stakeholders and donors for implementation of the planned interventions;ย Ensure due information and communication flows for all stakeholders, promote networking and experience sharing between Project stakeholders and target groups.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning ofย the Office and the Organization.
Institutional Arrangement:
The Project Task Analyst will work under the direct supervision of the Democratic Governance (DG) Programme Analyst/Team Lead andย in close cooperation with the counterpart institutions.ย

Education:
Masterโs degree or equivalent in Public Administration, Business Administration, Law, Social Sciences, ย or a related field is required, or; Bachelorโs degree in the areas mentioned above in combination with 2 additional years of qualifying experience.Experience:
Applicants with a Masterโs degree (or equivalent) in a relevant field of study are not required to have professional work experience.ย Applicants with a Bachelorโs degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in managing tasks or projects in the social, human rights sectors, including a strong focus on working with issues related to persons with disabilities.Required Skills:
Demonstrated experience in task management, planning and implementation of programme/projects. Experience in the usage of compputers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management system. Experience in development of analytical documents and briefs.Desired Skills:
Good knowledge of international human rights framework, the UNCRPD and other regional human rights frameworks;ย Exposure to a wide range of innovative policy and practical solutions in social, health or other service provision sectors, including the assistive technologies and devices. Proven familiarity with disability assessment processes based on best international practices, with particular focus on ICF (International Classification of Functioning, Disability and Health) is a strong asset; Proven experience in drafting project proposals, strategic and policy papers;ย Excellent communication and interpersonal skills; Strong organizational and task management skills; Ability to work independently and to participate effectively in team-based information sharing.Languages:
