DUTIES AND RESPONSIBILITIES
Under the overall guidance of the Head of Hydrological and Water Resources Services (H/HWR) and of the Director, Hydrology, Water and Cryosphere Branch (D/HWC), the PO/HWR will be working in an extra-budgetary program that is coordinated by the Head of the Hydrological Forecasting Unit. The Project Officer will be responsible for:
(a) Global: Contribute to implementing the Flash Flood Guidance System (FFGS) and Early Warning System for Floods within the MHEWS environment, with a focus on flash floods.
(b) Regional: Coordinate, assess, develop, and implement flash flood guidance system capacities.
(c) Sustainability: Coordinate the FFGS Sustainability Strategy, including the Training Plan, Marketing Plan, Research to Operations, and Analysis FFGS.
(d) Innovation: Adapt to diverse conditions and propose innovative solutions for the hydromet value chain, impact-based flood forecasting, and MHEWS.
(e) Collaboration: Foster a positive team environment, ensuring clear communication and collaborating with experts to enhance integrated flood management strategies.
(f) Support: Assist the USAID-funded program on FFGS, supervisors, and colleagues as needed.
(g) General: Carry out other relevant duties to support hydrology-related activities.
QUALIFICATIONS
Education
Master's degree in hydrology, water resources, meteorology, hydrogeology, environmental sciences or related field.
A Doctorate/PhD degree related to the subject matter would be advantageous and add to the professional experience.
A first-level university degree in combination with two (2) additional years of relevant experience may be accepted in lieu of the advanced university degree.
Experience
A minimum of five years of progressively responsible experience in flash flood guidance system.
Other requirements
- FFGS Step-3 Certificate and working experience with flash flood guidance system;
- Expertise in FFGS Regional Centres with on FFGS processes, techniques, and tools, and their integration within an MHEWS environment;
- Proven experience in operational hydrological and flash flood forecasting;
- Adaptability to operate in fragile, conflict and politically challenging environments;
- Work in and demonstrated adaptability to multi-cultural environments; and conducting field missions; and
- Positive attitude, strong work ethics and teamwork skills, and willingness to travel to project countries (LDCs and SIDSs).
- Demonstrated ability to work effectively within a diverse team and adapt to different working conditions;
- Strong problem-solving skills and capacity to propose innovative solutions in complex environments;
- Strong interpersonal skills to coordinate experts and team members effectively;
- Strong professional skills in project management including reporting.
Languages
Excellent knowledge of English (both oral and written) and working level language skills of the scope countries (French, Spanish) would be advantageous.

Annual net base salary on initial appointment is: US$ 70212
Annual post adjustment on initial salary : based on duty station (in addition to the net base salary)
