The Organizational Setting

The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security and facilitation and environmental protection.

The Facilitation (FAL) Section in the Air Transport Bureau (ATB) is one of the four Sections, charged with delivering results concerning ICAOโ€™s Strategic Objective โ€“ Security and Facilitation. Its primary responsibility is to develop and update Standards and Recommended Practices (SARPs) related to the facilitation of the international air transport system, including provisions related to protection of the health of passengers and crews and prevention of the spread of communicable disease through international air travel, found in Annex 9 โ€” Facilitation, and to support Member States with their implementation of SARPs.

The Section manages and oversees the work programme of the Facilitation Panel (FALP) and its respective working groups, including the Air Transport Committeeโ€™s Task Force on Health Issues Outbreaks in Aviation, and directs the work of the Facilitation Division. The Section is also responsible for activities related to the ICAO Traveller Identification Programme (ICAO TRIP) Strategy, which includes the development of specifications for Machine Readable Travel Documents (MRTD), published as Document 9303, the work programme of the Technical Advisory Group on Machine Readable Travel Documents (TAG/TRIP) and its working groups, and the administration of the ICAO Public Key Directory (PKD). It provides support to the Assembly, Council, Air Transport Committee (ATC) and the PKD Board.

The incumbent reports to the ICAO PKD Officer and the Contract Support Group (CSG)ย from whom s/he seeks advice and guidance on complex technical and managerial issues.

Major duties and Responsibilities Function 1 (incl. Expected results)

Provides project management support to the transition from the current to the future ICAO PKD system,ย achieving results such as:

Ensure, on behalf of the CSG, that the new PKD Operator meets the deliverables, milestones and deadlines as set out in the contract. Closely monitor the contract milestone dates and reporting to the PKD Officer and CSG on a no-surprises basis whether there are any issues with delivery and ability of the new Operator to meet required deadlines. Ensure that any decisions and / or change requests required by the new Operator are accurately documented in a timely way and directed to the PKD Officer and CSG for decision. Create and manage all required files detailing the deliverables of the project to ensure accurate records are retained for future reference, including the stakeholder management and communication plan. Facilitate the timely consideration of project artifacts that are required to be reviewed by the new PKD Operator, the PKD Officer and the CSG and ensure reviews are accurately documented. Manage project risks and changes in accordance with the scope of the project. Function 2 (incl. Expected results)

ย Liaises withย all necessary stakeholders to ensure the collection and availability of relevant information, achieving results such as:

Work with both current and future operators to ensure the parties execute their responsibilities as defined in the current operatorโ€™s contract and the new PKD Operatorโ€™s contract. Regularly report on progress towards the specific deliverables of the project,ย assisting and supporting ICAO and the CSG with all requiredย technical, operational and strategic advice for its implementation. Prepare and present updates to the PKD Officer, the CSG and the PKD Board as required, aligned with the milestone dates. Function 3 (incl. Expected results)

Performs other related duties as assigned. Result of Service

The transition from current to future operator is coordinated to ensure timely and in-scope delivery of a new PKD system prior to March 31, 2026 and in accordance with the contracts in place. All stakeholders are informed as necessary throughout the process.

QUALIFICATIONS AND EXPERIENCE Education

Essential

First-level university degree (or academic equivalent) in aviation, law, finance, economics, engineering or project management disciplines is required.

Desirableย 

An advanced university degree (Masterโ€™s degree or academic equivalent) in aviation, law, finance, economics, engineering or project management disciplines is preferred.ย In case the degree is not in project management, additional post-degree qualifications in project management are required.

Professional experience and knowledge

Essential

Ten (10) years or more of experience in managing and executing projects, preferably in an Information Technology context.ย  Knowledge of a project management methodology and associated tools (e.g. PRINCE2, PMBOK, Government of Canada Project Management Methodology (GC PMM), SCRUM, SAFe) Advanced relationship management skills Experience navigating commercial vendor relationships and commercial negotiations Project management capabilities and demonstrated capabilities to use project management tools Excellent time management skills Ability to work creatively and independentlyย  Interpersonal skills that create openness and trust among colleagues and commercial parties Excellent coordination skills, with ability to work under pressure and handle multiple activities and tasks concurrently. Conditions of Employment

It should be noted that this consultancy is to be filled part-time (50%) for a period of nine (9) months, with the possibility of extension.

Please note that the daily rate for Band C varies from CAD$ 402 to CAD$ 578.
