Background United Nations Development Programme (UNDP) is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP's Strategic Plan. BPPS works closely with UNDP's Crisis Bureau (CB) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP's development programmes.
ย The 2030 Agenda for SDGs and the pledge to leave no one behind reflect the interconnectedness of health and sustainable development, including widening economic and social inequalities, the climate crisis, rapid urbanization, the continuing burden of HIV and other infectious diseases (e.g., malaria, tuberculosis), the growing burden of non-communicable diseases and the emergence of health threats. The scope and scale of delivering health and well-being for all demands innovative partnerships and financing. As affirmed in the Political Declaration of the 2019 High-Level Meeting on Universal Health Coverage (UHC), the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund), Gavi, the Vaccine Alliance (Gavi) and others are critical partners for delivering on the health-related goals of the 2030 Agenda. ย Stronger Collaboration, Better Health: Global Action Plan for Healthy Lives and Well-being for All outlines how a dozen multilateral health, development and humanitarian agencies, including UNDP, the Global Fund, Gavi and others will collaborate to be more efficient and effective in supporting countries to deliver UHC and achieve the health-related SDG targets. ย UNDPโs partnership with the Global Fund, in line with UNDPโs HIV, Health and Development Strategy 2022-2025: Connecting the Dots, makes a vital contribution to UNDPโs Strategic Plan 2022-2025, the 2030 Agenda for Sustainable Development, the SDGs and the pledge to leave no one behind. ย UNDP has assumed the role of PR for Global Fund grants in Cuba since 2003. The current Global Fund- supported HIV programme, for the period 1 January 2024 - 31 December 2026, aims to reduce HIV incidence and AIDS- related mortality by closing gaps in each of the cascade pillars of the prevention and care continuum, ensuring that key populations have timely access to effective and sustainable services for prevention, diagnosis, treatment and chronic care. UNDP implements the programme in close coordination and consultation with the Ministry of Health, civil society organizations and UN partners. ย ย Position Purpose Under the supervision of the UNDP Deputy Resident Representative, the Project Manager develops an effective and strong relationship with the Global Fund, as well as with the United Nations agencies and donor countries interested in HIV/AIDS collaboration. The Project Manager also develops and maintains sound and effective relationships with the national and local authorities, civil society actors, and other national actors. A close collaboration with government actors is critical to the success of the transition grant to ensure commitments are honored in line with agreed timelines. Regular engagement with civil society and key populations is also of paramount importance to a successful program to ensure that their needs are being addressed. ย The Project Manager has the overall responsibility for the management of the Programme ensuring compliance with UNDP's grant agreement with the Fund, the achievement of Programme targets and effective and transparent use of grant resources. The Project Manager works in close collaboration with the other UNDP programme cluster teams and the operations group and the GFPHST, and Bureau of Policy and Programme Support. ย He/she keeps abreast of the new global initiatives on HIV/AIDS and provides leadership in identifying and anticipating new areas and opportunities for cooperation and resource mobilization. He/she leads a permanent process of systemization of the best practices and dissemination of the main results obtained through the UNDP HIV/AIDS cooperation in Cuba. He/she may represent UNDP at national and international events. ย The Project Manager also oversees the HIV/AIDS activities, ensuring synergies and complementarity with UNDP's other programmes. In particular, the Project Manager also works in close coordination with other UN agencies and has an active role in supporting and developing join interagency HIV/AIDS initiatives within the context of United Nations Sustainable Development Cooperation Framework (UNSDCF) (including events and communication activities). ย UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration. ย ย Duties and Responsibilities 1. 2030 AGENDA: ENGAGEMENT & EFFECTIVENESS EFFECTIVENESS: Project Quality Assuranceย ย Required Skills and Experience ย Education: Advanced university degree (Master's Degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, Medical, Health Sciences or related field is required, or A first-level university degree (bachelorโs degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. CIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the of application will have a proportionate advantage. Experience: Minimum 2 years (with masterยดs degree) or 4 years (with bachelorยดs degree) of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of health and development projects. Work experience in implementing HIV/AIDS programmes is an asset. Knowledge and experience in working with Global Fund is an asset. Experience of working with Key Populations is an asset. Demonstrated experience in managing effective partnerships with government and civil society organizations is an asset. Experience in developing or implementing capacity and strengthening systems for health is an asset. Experience in the usage of computers and office software packages, experience in handling of web-based management systems. Experience working with UNDP or/and UN Agencies is an asset.
