UNDP is the frontier organization for sustainable development in the UN Development System and serves as the integrator for actions at regional, national and local levels to achieve the Sustainable Development Goals (SDGs).ย Across Asia and the Pacific, UNDP helps countries formulate and implement their own solutions to address urgent development challenges. It implements theย UNDP Strategic Plan (2022-2025) in the region through the Bangkok Regional Hub (BRH), various Country Offices (COs) and the Global Policy Network (GPN) which provides policy and programme advice to ensure alignment of country programmes with regional and global and corporate priorities. Disaster Risk Reduction and Recovery for Building Resilience Environment and Energy Poverty and InequalityUNDPโs Environment & Energy team within the GPNs leading the implementation of the project. The Environment & Energy team works with governments, civil society, and private sector partners to integrate natural capital, environment, and climate concerns into national and sector planning and inclusive growth policies; support country obligations under Multilateral Environmental Agreements; and implement the UNโs largest portfolio of in-country programming onย the environment, climate change, and energy. This extensive body of work advances crosscutting themes on innovative finance, digital transformation, capacity development, human rights, gender equality, health, technology, and South-South learning. The Environment & Energy team assists partner developing countries to develop and implement projects that combine and sequence resources from a wide range of global environment and climate funds and from bilateral funding windows.ย
BRH is seeking the support of aย Project Management Supportย Analystย to support the day-to-day management and implementation of a portfolio of projects within the Environment & Energy team, Bangkok Regional Hub. The Project Management Supportย Analystย will work under the strategic guidance provided by the Regional Team Leader (RTL) for Environment and Energy, and collaborate closely with other team members of the Environment & Energy team, the Regional Programme Management Support Unit, GPN Teams, Country Office teams as well as the Environment Governance Team of the Nature Hub at Head Quarters, and to support the ongoing and upcoming regional projects and programmes related to environment, energy and climate change.ย
Duties and Responsibilities
The Project Management Support Analyst will work under the direct supervision of the non-VF Project Coordinator, with an overall strategic guidance provided by the Regional Team Leader, in close collaboration and consultation with relevant staff from the Environment & Energy Team, Country Offices, and all relevant stakeholders to deliver the desired outputs and outcomes.
Under the direct supervision of the non-VF Project Coordinator and the overall guidance from the Regional Team Leader for Environment and Energy, in close collaboration with relevant staff in the Environment & Energy Team and the BRH Regional Programme Project Management Unit,ย the Project Management Support Analyst is expected to support the timely operationalization and implementation of regional projects assigned to him/her within the Environment and Energy Team. ย The responsibilities include, but not limited to:ย
Support the day-to-day management ofย the regional component of the Sustainable Infrastructure Programme in Asia (SIPA)ย SIPA project and the coordination with other partners and stakeholders of the overall SIPA project.
Support the timely implementation of activities under the regional component of the SIPA project by the Responsible Party as stipulated in the Responsible Party Agreement. Support the review of the periodical progress report to synthesize project results, learnings and achievements against project results framework. Support the timely completion and closure of the project, in close collaboration with the Environmental Governance Team of the Nature Hub at HQ, including the preparation of the final project report and the support the terminal evaluation exercise.Support the formulation and implementation of regional projects directly implemented by BRH (Environment and Energy team), including upcoming two regional projects funded by the Government of China
Support the Environment and Energy Team, the non-VF Project Coordinator and project managers, as relevant, with the formulation and implementation of regional projects, including the forthcoming two regional projects to be financed by the Government of China.ย Support the preparation of reports, briefing notes, and presentations on project progress to present to the project board, working closely with the relevant colleagues from the Environment and Energy team, BRH Regional Programme PMU, relevant responsible parties, Country Offices and service providers. Support the effective application of Results Based Management tools, establishment of management targets and monitoring achievement of results. Support the value addition and timely delivery of results from activities under regional components of the regional initiatives through activities such as South-South Cooperation, Knowledge and Information Sharing, portfolio-level review, etc.ย Assist in project budgeting, financial planning, and expenditures tracking, working closely with other members of the project management team.ย Track project progress toward the project objective, and indicators targets outlined in the project results frameworks.ย Closely monitor implementation risk mitigation measures implemented by the COs and/or the responsible parties, identify potential new risks and propose mitigation strategies.ย Support the procurement of consultants and consulting firms, as needed.ย Guide on processes to identify, develop solutions for project-level operational and financial bottlenecks. Conduct research to support the implementation and decision making of the projects. Support ensuring that regional projects are in full compliance with UNDPโs rules and regulations, including risk management and theย implementation of the effective internal control systems.ยSupport to complete tasks related to Monitoring & Evaluation, Reporting, Communications and Knowledge Management.ย Collate, consolidate learnings, best practices and lessons learned across projects to improve quality of project/programme implementation
Support the facilitation of cross-pollination of knowledge and solutions Support the organization of thematic working groups, meetings, and events, as needed. Support the Identification of strategic programme areas of cooperation. ย Support the production of knowledge products and knowledge-sharing initiatives for projects and the Environment and Energy portfolio.
Analyze and research information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing. Support the business planning processes mapping and facilitating the workflows between the Programme Team and portfolio development. Required Skills and Experience
Education:
Advanced university degree (Masterโs degree or equivalent) in Development Studies, Natural Resource Management, Economics, International Relations, or other closely related field is required. A first-level university degree (Bachelorโs degree) in Development Studies, Natural Resource Management, Economics, International Relations, or other closely related field in combination with two years of qualifying work experience will be given due consideration in lieu of the advanced university degree.Experience:
Applicants with a Masterโs degree (or equivalent) in a relevant field of study are not required to have professional work experience.ย Applicants with a Bachelorโs degree (or equivalent) are required to have a minimum of 2 years of experience working on development issues, development program management, or other closely related fields. Demonstrated professional experience in successfully designing, planning and managing the implementation of cross-country knowledge exchange activities, study tours and workshops involving multiple countries. Proven experience leading or facilitating SSC initiatives, with a track record of successful exchanges, partnerships, and knowledge-sharing activities. Experience in planning, coordinating and executing high-profile events, workshops, and forums at both country and regional levels. Experience working in the Asia and/or Pacific region. Experience working on projects in Asia Pacific, coordinating with multiple teams and stakeholders.ย Working experience in an international organization is an advantage, as is knowledge of UNDP policies, procedures, and practices.ย Professional experience in designing, planning and coordinating south-south cooperation activities in and among countries in Asia and the Pacific region.
