The USAID’s Bureau for Humanitarian Assistance (BHA) is responsible for facilitating and coordinating U.S. Government (USG) emergency humanitarian assistance overseas. BHA’s mission is to save lives, alleviate human suffering, and reduce the impact of disasters by helping people in need become more self-reliant. BHA responds to natural disasters, complex emergencies, and disease outbreaks. In addition to humanitarian assistance, BHA funds early recovery, risk reduction, and resilience (ER4) activities to strengthen capacity to manage risk; to anticipate, withstand, recover from, and adapt to shocks and stresses; and to support positive, transformative change.
The USAID Project Management Specialist (Senior Humanitarian Program Advisor) for the Philippines provides expertise, oversight, technical guidance, coordination, and representation of activities procured and implemented by USAID’s Bureau for Humanitarian Assistance (BHA) in the Philippines and throughout the East Asia and Pacific (EAP) region. The Specialist supports BHA’s operations by managing and monitoring ongoing programs and liaising with potential and new implementing partners, managing technical review of proposals and concept notes, and assisting in monitoring and evaluation through documentation and conducting regular site visits.
Under the overall guidance of the BHA Regional Humanitarian Advisor based in Manila, the Specialist performs day-to-day program management, monitoring, and oversight for BHA programs in the Philippines and across the EAP region. S/he will coordinate closely with Missions in the region to ensure the flow of timely and accurate information regarding all BHA activities, provide information and briefings to U.S. Embassy and Consulate counterparts, and maintain relationships with government counterparts, humanitarian partners, other donors, United Nations (UN) representatives, international and local non-governmental organizations, and other relevant stakeholders. The job holder will blend program management and oversight with diplomatic acuity, communication skills, and relationship building. The Specialist will perform these duties elsewhere in the region as required.
Major duties and responsibilities: Program Management (30%), Program Monitoring (25%), Reporting (25%), Representation (10%) and Disaster Response and Potential for Surge Support (10%).
