Work LocationRemote Expected duration2 months Duties and ResponsibilitiesThe United Nations Department of Economic and Social Affairs (UN DESA) is seeking an individual consultant to evaluate the project entitled โ€œDeveloping institutional capacities for digital data management and cooperation to advance progress toward the Sustainable Development Goalsโ€. The project aims to support developing countries to assess key data management and governance challenges and strengthen government officialsโ€™ and stakeholdersโ€™ knowledge of sound and secure data management. This project has been funded by the 2030 Agenda for Sustainable Development Sub-fund of the UN Peace and Development Trust Fund, to address existing challenges and gaps in digital data management and cooperation, focusing on enhancing the institutional capacities of countries to utilize, manage and govern data in a comprehensive, objective and evidence-based manner, through regional and global cooperation. The primary objective is to execute the \"Project Evaluationโ€ of this project following the protocol and the necessary process. The 12 project countries are: โ€ข Africa: Gambia, Ethiopia, Rwanda, Sierra Leone, Tanzania โ€ข Asia and Pacific: Bhutan, Bangladesh, Cambodia, Lao PDR โ€ข Oceania: Samoa, Vanuatu, Fiji The countries were selected based on the following criteria: 1. Demonstrated interest and ongoing work on inter-governmental collaboration and sharing of administrative data to help increase availability, timeliness and quality of SDG indicators. 2. An interest to work on an area that is also useful in a wider context linked to the use of administrative data for statistical purpose so that they can function as practical case studies that can also be used as examples for other countries. 3. Regional representation; As countries tend to compare themselves with countries in their own region, two regions have been included; Africa, Asia and the Pacific, and Oceania. 4. An overall assessment of potential options with an aim to cover different thematic areas (i.e. health, population, business, environment etc.) and cross-cutting challenges (i.e. legal frameworks and trust, harmonization of standards, technical interoperability etc.) The primary audience of the evaluation are the Division for Public Institutions and Digital Government. Secondary audiences include staff of other DESA Divisions, CDPMO as well other key partners in the project. The evaluation will be shared with the project stakeholders (CDPMO, etc.), including beneficiary countries, upon their request. The main purpose of this evaluation is to provide an independent assessment of the achievements of the project, through an analysis of relevance, effectiveness, efficiency, sustainability and orientation to impact of the project. The evaluation will assess the extent to which the projectโ€™s outcomes were effectively and efficiently achieved, and the relevance of the projectโ€™s contributions. The UN Peace and Development Fund 2030 Agenda Sub-fund started in March 2022, and its implementation ends in August 2025. The final evaluation report needs to be completed by 31 August 2025. The primary tasks of the consultant are as follows: โ€ข Desk review of key reference documents related to the project โ€ข Development of full methodology which can include developing/refining key evaluation questions, identification of indicators and measurements, etc. โ€ข Inception report โ€ข Development of initial results and recommendations and briefing to project team and management โ€ข Engagement with project staff, participants and beneficiaries โ€ข Drafting of evaluation report Possible travel to selected countries to participate in meetings, workshops, interviews and events. Qualifications/special skillsโ€ข Minimum of five (5) years of international professional experience in evaluating development assistance projects and programmes, including the successful conduct of evaluations or initiatives supporting public policy in developing countries. โ€ข Experience with evaluations and/or projects/programmes successfully implemented with UN System including World Bank Group. โ€ข Good analytical, writing and inter-personal communication skills required. โ€ข No previous involvement in the design and/or implementation of the activities under review. LanguagesFluency in oral and written English is required. Knowledge of another official UN Language is an advantage. Additional InformationThe evaluation will be conducted in accordance with the principles outlined in the UNEG โ€˜Ethical Guidelines for Evaluationโ€™ (http://www.unevaluation.org/document/detail/102). Evaluators should demonstrate independence, impartiality, credibility, honesty, integrity and accountability to avoid any bias in their evaluation. Evaluators must address in the design and implementation of the evaluation, such as procedures to safeguard the rights and confidentiality of information providers. The evaluator will follow the standard Code of Conduct which should be carefully read and signed.
