Position Overview
Pact seeks an experienced Project Director to support the implementation of an anticipated US Department of Labor (DOL) funded Project to Improve Adherence to International Labor Standards in the Agricultural Sector in Ecuador. The project seeks to:
- Improve adherence to international labor standards, specifically related to child labor, forced labor, and the promotion of labor rights, within the agricultural sector, particularly in the banana and cut flower supply chains.
- Address evidence regarding the prevalence of child labor in the banana and cut flower sectors, as well as to build awareness and capacity to mitigate the risk of other labor rights abuses, including forced labor, and to support efforts to address occupational safety and health issues.
This is anticipated to be a four-year activity (2024-2028). This position is contingent upon award.
Key Responsibilities
The Project Director will be responsible for the overall technical leadership and the management and operations of project activities and oversees project staff and sub-partners for results-oriented planning, and coordination of project activities. The project director will supervise high-quality project implementation, with a focus on achieving the project goals and DOL objectives, by taking a leadership role in the coordination of all activities across all relevant parties, including DOL, host country counterparts, other institutional donors including the USAID, United Nations, local and regional civil society organizations, key stakeholders, and implementing partners.
Some of the specific duties to be carried out by the successful candidate include:
- Manage and coordinate the implementation of activities across project partners, ensuring successful integration of activities.
- Liaise closely with Pact Regional Director and Finance team, and Pactโs U.S. team to ensure that all project activities are compliant with USG rules and regulations, as well as consistent Pactโs policies, procedures and best practices.
- Oversee project planning (i.e., development of work plans and project budget), monitoring and reporting (i.e., review and approve periodic budgets and technical and financial reports) in accordance with the highest standards.
- Oversee project budget and work in close coordination with project and Pact DC finance leadership to meet expected results, ensuring cost-effective use of donor and Pactโs resources.
- Support the implementation of a highly adaptive, context-driven programmatic approach.
- Provide strategic management and oversight of the projectโs partner portfolio.
- Manage a team of flexible and adaptive employees and oversee evidence-based adjustments in programming to achieve greater impact.
- Oversee project staff in helping partners establish reporting and tracking systems to provide key information in an efficient and timely manner.
- Ensure the program meets programmatic and financial targets and makes accurate projections.
- Represent the project at conferences, working groups, and meetings to support DOL and Pactโs thought leadership in building public health resilience.
- Ensure that Pactโs operations in Ecuador are compliant with national laws and regulations, and that Pactโs good reputation is maintained.
- Champion and disseminate Pactโs values and strategic priorities to other staff.
Basic Requirements
- Bachelorโs degree and 11+ years relevant experience or equivalent combination of education and experience, including 5 years of management experience.
- Master's degree and 9+ years relevant experience or equivalent combination of education and experience includes 5 years of management experience
- Minimum of five years of experience in project management, supervision, administration, and implementation of cooperative agreements and/or contract requirements (including meeting deadlines, achieving targets, establishing and maintaining systems for managing project operations, and overseeing the preparation and submission of required reports to donor agencies), preferably in the country of implementation.
- Experience establishing and maintaining systems for managing project operations.
- Proven success serving in a leadership role for a project addressing issues of child labor, forced labor, or workplace exploitation.
- Experience maintaining working relationships with all project stakeholders, and engaging in coalition building and public-private partnership promotion.
- Experience working in supply chains and/or skills training development.
- Fluency in English and Spanish is required.
