Beginning October 2024, RI will be implementing the livelihood development component of the Project for Promoting Digital Birth Registration in BARMM. This is a project of the United Nations High Commissioner for Refugees (UNHCR) supported by the Japan International Cooperating Agency (JICA). The livelihood component intends to enhance access to economic opportunities among 25 Sama Badjau Communities in Sulu, Basilan, and Tawi-Tawi provinces in close collaboration with Municipal Planning and Development and Municipal Agriculture Office.
Position Summary:
The Project Coordinator provides overall leadership and management to the Livelihood Component of the Project for Promoting Digital Birth Registration in BARMM. The position requires building collaborating working relations with local stakeholders, LGUs, and target communities in the provinces of Basilan and Tawi-Tawi and coordinating project implementation, establishing responsive communication lines with the project key actors, including UNHCR, CFSI, and UNICEF project implementing team. At the same time, the Project Coordinator serves as technical resource provider for Sama Badjau livelihood development.
Position Responsibilities and Duties:
- Leadership and Management
1.1. Facilitates monthly project updating, quarterly implementation assessment and plan adjustment, and quarterly reporting.
1.2. Accomplishes Project Implementation Tool
1.3. Coordinates with HR, SCO, Finance, Communications, Security, and Training in consonance with the RI Program Management Framework to achieve seamless project implementation processes.
1.4. Regularly identifies and manages risks that may affect project implementation.
1.5. Regularly monitors and ensure that the welfare and wellbeing of project staff, volunteers, and beneficiaries and protected.
- Project Representation
2.1. Establishes and maintains working relationship with the Local Chief Executive, the Municipal Social Work and Development, the Municipal Planning and Development, the Local Enterprise Development Office, and the National Commission on Indigenous People in relations to the implementation of the project.
2.2. Facilitates project acceptance among the Sama Badjau community leaders. Seek cooperation of the BLGUs where the Sama Badjau Communities are located in the implementation of the project.
2.3. Facilitate resource complementation from LGUs, government agencies, and private sectors for the implementation of the project.
- Coordination
3.1. Coordinates the implementation of the project with the other components of the UNHCRรญs Project for Promoting Digital Birth Registration in BARMM, including CFSI and UNICEF, aligning schedules, maximizing complementation of activities, and generating synergy across all project components.
3.2. Maintains open communication lines with UNCHR, CFSI and UNICEF project implementation teams.
3.3. Carefully orchestrates project implementation schedules across all covered Sama Badjau Communities and LGUs.
- Technical Resource for Livelihood Development
4.1. Guide the project team in the exploration, screening and developing Quick Impact Livelihood Project that is appropriate to the capacities and context of the Sama Badjau.
4.2. Provide technical inputs in the development of community learning sessions geared towards improving the Sama Badjau livelihoods, particularly aqua-marine-based economic activities and technologies, towards climate change adaptation and strengthening community economic structures and processes that mitigates on community displacements and economic discrimination.
4.3. Mobilize Municipal LGU in the development of Sama Badjau Municipal Medium-tern Economic Development
- Accountability and Reportorial Lines
5.1. Accountable and reports to Country Director
5.2. Collaborates with the Senior Communications and Training Coordinator in the project direction and implementation
5.3. Coordinates with the UNHCR Project for Promoting Digital Birth Registration in BARMM implementation lead.
Required skills and competencies:
1.1. Bachelorโs degree holder with background in Fisheries, Marine Sciences, Anthropology, Community Development, Business Management, or equivalent degree.
1.2. At least (5) years community development experience, experience working in Sama Badjau communities is an advantage.
1.3. At least (5) years project management experience
1.4. Knowledge in aqua-marine livelihood development and market linkage and related field.
1.5. Based in or resident of either Tawi-Tawi or Basilan
1.6. Ability to converse in the Sama Badjau language
