The project โ€œGlobal Climate Promise project - From Pledge to Impact - Belarus\" is part of the UNDP global project โ€˜From Pledge to Impactโ€™ under Climate Promise, the aim of which is to help countries align their Nationally Determined Contributions (NDCs) with the 1.5ยฐ goal and SDGs, strengthen quality and investability, and accelerate implementation to drive sustainable development. This is structured through three pillars:ย 

Ambition: Support countries to enhance their 2025 NDCs โ€“ from bold targets to reduce emissions, increase resilience to climate impacts, channel finance, and other areas, in response to other global, regional, national, and local signals.ย  Acceleration: Scale-up implementation of climate action on the ground through public, private, international, and national finance towards NDCs. This also includes leveraging innovative approaches, such as high integrity carbon markets, and technical support for stronger policies, institutions, budgetary frameworks, and capacities.ย  Inclusivity: Meaningful and long-term engagement with underrepresented actors, including women, Indigenous Peoples and Local Communities, and youth โ€“ to support them to contribute and lead climate action.

In accordance with Article 4 of the UN Paris Agreement, the Republic of Belarus undertakes obligations to reduce greenhouse gas emissions by 2035, observing the time frame for updating greenhouse gas emission reduction targets in accordance with paragraph 9 of this Article. The Republic of Belarus supports the joint actions of the Parties to the Paris Agreement aimed at limiting the increase in average global temperature to more than 2.0 degrees Celsius compared to pre-industrial levels and makes efforts to contain its increase to 1.5 degrees Celsius, which is in line with the goal of the Paris Agreement.ย 

According to the Resolution of the Council of Ministers of the Republic of Belarus dated September 29, 2021 No. 553, the Republic of Belarus expressed its intention to make a more ambitious contribution to the global response to climate change and set goals to reduce greenhouse gas emissions: an unconditional general economic goal - by at least 35 percent of the 1990 emissions level, taking into account the LULUCF sector, a conditional goal (in the case of using international financing mechanisms) - by at least 40 percent. The updated NDC was communicated to the UNFCCC secretariat on 08 October 2021.

The Climate Promise project โ€˜From Pledge to Impactโ€™ shall further build political commitment and national ownership for the NDC and opens possibilities for more coordinated and systemic engagement with potential donors and partners. The project is complemented to the work done by UNDP CO during last year's advancing climate change agenda. UNDP is the leading agency in the country in advancing climate change dimension. In 2023, UNDP supported the country with development of MRV system, capacity building at all the levels, drafting national legislation on development of carbon trading, development of climate-focused education. the support was provided with the core funds and through the ongoing development projects. In 2024, the support is provided with the focus on NAP development, capacity building, and climate-centered education for schoolers and pre-schoolers. The assistance is channeled using UNDP core funds, and through the ongoing Climate Box project.

The project is aligned with the Climate Promise Framework, and its main pillars. This project addresses one Global Outcome 2: Amplifying Ambition: Countries have established long-term net-zero and climate resilient development pathways aligned with the goals of the Paris Agreement.ย 

The project is managed by the UNDP CO Belarus and implemented within UNDP Climate Promise initiative. The implementation modality is Direct Implementation Modality (DIM), in line with the UNDPโ€™s Programme and Operations Policies and Procedures. The actions and activities planned for Belarus will be agreed with the regional and global Climate Promise team. The timeframe for implementation of the project is 12 months.ย 

Objective of the Assignment is to ensure effective implementation of the Climate Promise projectsโ€™ activities with delivery of all the intended outcomes and outputs in accordance with the work plan and Project Initiation Plan. ย  Duties and Responsibilities

The Project Coordinator assumes overall responsibility for the successful implementation of all project activities and the achievement of planned project outputs.

Overall Project Coordination:ย  Assume primary responsibility for the daily project coordination - both organizational and substantive matters, budgeting, planning, controlling the project expenditures and general monitoring of the project; Coordinate project activities with other related technical assistance projects/programs in Belarus; Coordinate project activities to ensure project effective implementation and achievement of all the expected results in accordance with the work plan and Project Initiation Plan.ย  Project Administrative and Financial Management: Supportย operational project coordination in accordance with the Project Initiation Plan, including; Support that project activities are implemented in accordance with the approved work plan and budget; Assume overall responsibility for the proper handling of logistics related to project workshops and events; Assume overall responsibility for recruitment of consultants within the project, along with procurement of services performed by the project; Support the preparation of Terms of Reference (ToR) for national and international consultants and subcontractors in line with and following relevant UNDP procedures; Guide the work of consultants and subcontractors and ensure compliance with the agreed work plan and respective ToR securing high quality of the results; Support adequate management of the project resources in accordance with the project budget and agreed work plan;ย  Prepare and update regularly annual project procurement plan, prepared all requires documents for project procurement;ย  Ensure timely and in line with UNDP procedures provision of papers for settlements with contractors for delivery of services;ย  Present the project at project workshop trainings and other events;ย  Assume overall responsibility for timely reporting on project in accordance with the respective UNDP requirements vis-ร -vis indicators in the Project Initiation Plan;ย  Prepare and timely submit project narrative annual report and other reports as might be necessary;ย  Monitor the expenditures, commitments and balance of funds under the project budget lines. Ensure that financial delivery targets set out in the agreed work plan are met; Liaise with project partners on project related issues;ย  Monitor risks and project impact indicators as per the project framework. Timely undertakes actions to eliminate/reduce risks and issues; Regularly inform UNDP Country Office and regional Climate Promise coordinator on the risks and issues, and actions undertaken to eliminate/reduces these risks/issues. Staff Supervision: Supervise and coordinate the work of the project consultants and subcontractors to ensure their results are in accordance with the Project Initiation Plan and the rules and procedures established in the UNDP Programming Manual; Supervise work of the project consultants and ensure compliance with the agreed plans and delivery and high quality of the results in accordance with respective Terms of Reference. Partnership Building: Maintain regular contacts with the UNDP Regional Climate Promise coordinator, UNDP Country Office and Programme Analyst on project implementation issues of their respective competence;ย  Liaise with relevant ministries, other national institutions in order to involve them in project activities as necessary and gather and disseminate information relevant to the project; Ensure proper information coverage of project activities and PR in accordance with the respective UNDP rules and procedures; Ensure adequate information flow, discussions and feedback among the various stakeholders of the project; Coordinate project activities with other related technical assistance programs in Belarus; Participate in communication (in the area of PR) and media activities. Coordinate distribution of project-related information; Maintain regular contact with the UNDP Country Office on project implementation issues of their respective competence.

Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners; Participate in and ensure sound contributions to knowledge networks and communities of practice on project related issues; Support establishment of knowledge platforms for the project, facilitate innovative mechanisms for dissemination of knowledge from the project, and develop knowledge resources and products to share with project partners and to support UNDPโ€™s engagement in this area.

ย  Required Skills and Experience
ย  Education:
Secondary education is required. Bachelorโ€™s Degree in one of the following fields: Environmental Protection Management or Resource Management (or equivalent) and/or Business Management or related fields will be given due consideration but is not a requirement. Experience: Minimum 7 years (with Secondary Education) or 4 years (with Bachelorโ€™s Degree) of relevant experience in environmental protection management or resource management (or equivalent) and/or business management or project management or related fields.ย 

Required Skills:

Communication skills to convey project information clearly and professionally to different stakeholders. Organizational skills to manage the tasks, resources and deadlines of a project using tools such as calendars, spreadsheets and project management software. Problem-solving skills to identify and resolve any problems that may occur during the project and to be able to analyze the situation, propose solutions and implement them quickly.ย 

Desired Skills:

Experience in Budgeting or Finance (of financial and budgeting processes; effectively financial, human and material resources management). Proven experience with implementation of climate change and/or climate-related projects.

Required Languages:
