Mission and objectivesEstablished in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and is committed to the principle that humane and orderly migration benefits migrants and society. IOM is part of the United Nations system, as a related organization. IOM supports migrants across the world, developing effective responses to the shifting dynamics of migration and, as such, is a key source of advice on migration policy and practice. The organization works in emergency situations, developing the resilience of all people on the move, and particularly those in situations of vulnerability, as well as building capacity within governments to manage all forms and impacts of mobility. The Organization is guided by the principles enshrined in the Charter of the United Nations, including upholding human rights for all. Respect for the rights, dignity and well-being of migrants remains paramount.
ContextIOM Tรผrkiye is operating in a complex migration environment. The country is hosting over 4 million of migrants and refugees under various administrative status. IOM Tรผrkiye supported developing migrant integration policy and is implementing capacity building programs aiming at social cohesion of migrants in the country and strengthening the capacity of authorities at central and local levels. The incumbent under the direct supervision of the National Project Officer and the overall supervision of the Senior Programme Coordinator for the Economic Recovery, and Labour Migration and Integration will support the implementation and further development of the Labour Mobility and Social Inclusion (LMI) portfolio of IOM Tรผrkiye.
Task DescriptionUnder the direct supervision of the National Project Officer, the UN Volunteer will be undertaking the following tasks: โข Will be responsible for the main coordination between IOM and Ministry of Interior, Presidency of Migration Management (PMM). โข Carry out harmonization activities to support the mutual harmonization of Turkish citizens and foreigners. โข To undertake efforts to strengthen the capacity of employers to improve access to information, employability, and protection measures for foreigners and host community members. โข Assist in the implementation, monitoring, evaluation and reporting of project activities. โข Retrieve, compile, summarize, analyze, and present information/data on specific project topics. โข Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc. โข Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation. โข Ensure coordination and accountability of the services and funds planned to be received from external sources and stakeholders and reporting, โข Support harmonization activities carried out by the central and provincial organizations of the Directorate of Migration Management, take an active role in field activities, monitor, evaluate and report the harmonization activities carried out. โข Follow up and participate in harmonization activities and coordination meetings. โข Carry and report field work in the related fields. โข Carry out activities and studies in coordination with the relevant units in order to prevent spatial density. โข Support in monitoring cases of social tension and ensuring mutual harmonization processes between Turkish society and foreigners. โข Analyze the needs of the relevant units and to work towards strategy development and to provide data-driven suggestions. โข Carry out tasks in areas such as asking for and collecting opinions on relevant issues in cooperation and coordination. โข Take an active role in creation and development of the planning stages of the programmes. โข Monitor and evaluate current developments in the field of harmonization, labor market, migration etc. carried out by stakeholder institutions and to follow current developments. โข Master the dynamics of public institutions and organizations and NGOs to provide bilateral cooperation, communicate, negotiate and provide the necessary consultations. โข Organize meetings, workshops and training sessions and archiving relevant documentation. โข Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project. โข Archive the records related to the work carried out in accordance with the principle of confidentiality. โข Perform other related duties as assigned by the head of unit. Note: The UN Volunteer to be assigned within the scope of the project will serve at PMM (Harmonization Unit) for 4 days and at the IOM office for 1 day (to be confirmed with PMM). Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: โข Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day, 5th of December). โข Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. โข Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities (for instance at https://vra.unv.org), โข Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. โข Assist with the UNV Buddy Programme for newly arrived UN Volunteers. - โข Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Living conditions and remarksThe 2 UN Volunteers will be based in Ankara (serving 4 days a week at the PMM office and 1 day at the IOM office) and responsible for arranging his/her own housing and other living essentials.
