Designation of focal points in BMA and other stakeholders, esp. members of the Working Group on the Just Transition to Electric Mobility b. Prepare and conduct working group launch session and establish regular outreach and feedback mechanism between the Working Group and vulnerable communities 3. Support the design and preparations for the competition for high school and university students on ideas to make electric transport more accessible for women, children, persons with disabilities, the elderly and low-income households 4. Maintain and update the project files and materials, including consultant materials and reports, data sheets; contact lists and related documents Work LocationBangkok Expected duration1October2025-30November 2025 Duties and ResponsibilitiesESCAP supports its member States in developing efficient, environmentally sustainable, safe and inclusive transport networks and services, in line with the Regional Action Programme on Sustainable Transport Development in Asia and the Pacific (2022-2026). As part of this mandate, ESCAP has been implementing comprehensive capacity development and technical assistance programmes on, among others, sustainable urban transport, electric mobility transition in public transport and inclusive and low-carbon transport. Within the context of these activities, ESCAP is implementing the project “'Strengthening Transport Policies and Workforce Development for a Just Transition to Electric Mobility in Bangkok'” in the period 2024-2026. The rapid growth of electric mobility is a transformational shift that promises economic, public health, and environmental benefits to individuals, communities, and businesses. However, as the high-emission transport sector is downscaled and demand for new green skills increases, the transition poses risks to a large proportion of transport workers and communities, who despite being integral to the widespread adoption of electric mobility through future roles in manufacturing, maintenance, and operation, still risk being excluded in the absence of targeted support to develop the skills that will lead to high-quality, safe, and secure employment, especially for women who are underrepresented in the sector. The project 'Strengthening Transport Policies and Workforce Development for a Just Transition to Electric Mobility in Bangkok' aims to enhance the capacity of the Bangkok Metropolitan Administration (BMA) to apply Just Transition principles to transport policies. This will enable the BMA to capture the advantages of a growing electric mobility sector while promoting equity and inclusivity, which is crucial as the automotive sector contributes significantly to the economy while also being a major driver of emissions. The project will help the BMA to prioritize targeted areas of support, focusing on workforce development to ensure that the demand for green skills can be met and that opportunities are captured for marginalized individuals who have previously been excluded from the sector due to social and gendered norms. The project also aims to promote the equitable distribution of electric mobility benefits more broadly, so that all communities in Bangkok have convenient access to inclusive low-carbon transport options, such as electric buses and shared mobility services. Against this background, ESCAP Transport Division is seeking to engage an individual contractor, to work at the ESCAP premises, with the objective of supporting project kick-off activities such as but not limited to: stakeholder coordination and communications; event and meetings planning; development of project and reporting materials, preparation and conduct of working group launch session and establishment of regular outreach and feedback mechanism between the Working Group and vulnerable communities, as described below. Qualifications/special skillsUniversity degree in economics, business, engineering, social, environmental sciences or related discipline.
