Background:
The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.
Originally established in 1997, today, the Presenceโs activities range from arms control and the fight against trafficking to electoral assistance; anti-corruption initiatives; gender mainstreaming and environmental projects; human rights protection; legislative, judicial, and media reform; and the capacity-building of law enforcement officials.
A vacancy for a fix-term appointment has arisen in the OSCE Presence in Albania for a Project Assistant (G5) starting from January 2026 under the ExB project entitled โAssisting the National Authorities of the Republic of Albania to Decrease the Risk of Weapon Proliferation and Misuse of Small Arms and Light Weapons (SALW)โ.
The incumbent is based at the OSCE Presence in Albania, within Security Cooperation Department and will be under the direct supervision of the National Project Officer (PO) in cooperation with the members of the Project Implementation Team (PIT).
Tasks and Responsibilities:
Under the overall supervision of the National Project Officer (PO) the successful candidate will be tasked with the following duties:
Assisting in planning, implementing, monitoring and evaluating activities.
Assisting in preparation of drafts of reports, financial and administrative documents, including expenditure reviews, travel and visa, consultancy and other contracts etc.
Supporting preparation and execution of programmatic events, such as workshops, trainings, exchange programme conferences, as well as official and donor visits.
Assisting in monitoring the projectsโ implementation rates and spending patterns, and provides recommendations to improve financial planning and monitoring as well as ensures record keeping within the OSCE internal administrative, financial and reporting online systems.
II. Directly conduct following activities:
Organizing project related events (following up on purchase requests for conference venues, hotels, and catering; providing administrative instruction to suppliers)
Preparing travels for project related events participants, consultants and others as required (arranges flights and visas; and completes OTAs and travel claims including the payment of travel entitlements for non-OSCE officials, books hotels as required; maintains a running overview of travel expenditure).
Preparing project related eventsโ materials.
Researching background information from internal and external sources and assists with the preparation of presentations, as required.
Taking minutes and drafts notes, summaries and reports as required.
ยทAssisting the Project Officer in financial and narrative reporting.
Upon request of the supervisor perform interpretation in work meetings related to the project and provide translation of official correspondence related to the project from English to Albanian and verse/versa.
III. Keeping records
ยท Secretarial support - co-ordination and information sharing;
ยท Maintaining the directory of project stakeholders;
ยท Distributing documents;
ยท Maintaining paper and electronic filing system; uploads documents into DocIn;
ยท Scheduling meetings, receiving visitors, preparing meeting rooms as required;
ยท Drafting correspondence.

Necessary Qualifications:
โข Completed secondary education supplemented with training in administration or project implementation field;
โข At least 4 years of related work experience, including administrative/project /office work, writing project proposals, reports, budget, evaluations and project implementation, preferably in international organisations.
โข Computer literate with practical experience in MS Office packages and experience with ORACLE applications, Integrated Resource Management Application system;
โข Excellent oral and written English communication skills
โข Good analytical and interpersonal skills
โข Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
โข Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
Remuneration Package:
According to the fixed OSCE salary scale, the remuneration is approximately 1,058.25 EURO , subject to National Social Security deductions. OSCE salaries are exempt from taxation.
Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial
appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding
minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and
approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level.
