Background

Under the Strong and Resilient Communities intervention, UNDP is supporting selectedย  Municipalities in Montenegro to strengthen their capacity to plan, finance, and implement priority local infrastructure investments that address development needs and enhance climate resilience. The intervention responds to increasing pressures related to urban development, climate risks, and service delivery, often compounded by limited municipal capacities.

The current engagement represents Phase I and focuses on piloting an integrated model of technical assistance that combines:

preparation and validation of technical documentation, including the elaboration of main designs; execution and supervision of construction works in line with applicable technical, safety, and environmental standards; and application of UNDPโ€™s Social and Environmental Standards (SES), with attention to transparency, inclusion, gender equality, and sustainability.

Phase I activities are being implemented in the municipalities of Pluลพine and Zeta and include the construction of a fire station and funeral home in Zeta, as well as a pedestrian sidewalk along the M18 main road and a parking area adjacent to the municipal funeral home in Pluลพine. In addition, Phase I includes the elaboration of the Main Design for the Municipal Administrative Building in Zeta and the Main Design for a University of Montenegro facility intended for academic staff housing. Feasibility assessments and/or concept-level documentation for all planned works have been completed, and construction activities will be supervised by an authorized supervision company.

Beyond infrastructure delivery, Phase I is designed as a learning-by-doing platform, enabling municipal teams to gain hands-on experience in preparing and implementing investment projects that address local risks and strengthen community resilience.

Building on these results, the intervention is expected to move into a subsequent phase, scaling support to additional municipalities and expanding activities to include strategic planning, preparation of bankable climate-resilient investments, and targeted support in areas such as energy transition, sustainable waste management, risk-informed spatial planning, and nature-based solutions.

Overall, the Strong and Resilient Communities intervention aims to strengthen municipal capacity to deliver sustainable, inclusive, and climate-resilient local infrastructure and services, aligned with national priorities, EU standards, and UNDPโ€™s Social and Environmental Standards.

The Project Analyst will lead the day-to-day implementation of the Strong and Resilient Communities intervention, with a strong focus on engineering coordination, construction supervision, and delivery of infrastructure investments in line with applicable technical, safety, and environmental standards. The role will oversee planning, execution, and monitoring of construction works and technical documentation, ensuring quality, timeliness, and compliance with UNDPโ€™s Social and Environmental Standards (SES). In parallel, the Project Analyst will coordinate closely with municipalities, contractors, supervision companies, and national institutions, while actively supporting partnership development and pipeline building to enable the future expansion of the intervention to additional municipalities.

Duties and Responsibilities

Under the oversight of the Resident Representative and direct supervision of the Team Leader for Inclusive and Green Growth in UNDP Office in Montenegro,ย the Project Analyst will ensure effective and efficient implementation of relevant project activities and delivery of the results as per the annual workplans, and in line with the prevailing UNDP rules and procedures, as well as with due compliance with the UNDP Internal Control Framework. The Project Analyst will execute duties and responsibilities outlined below in the following functional areas:ย 

Support partnerships and advocacy activities at project level:

Manage and implement project activities in a gender-sensitive and inclusive manner, while ensuring effective coordination of technically complex activities related to infrastructure development and implementation. Contribute to the further development of the project through its promotion and partnership-building with relevant national and local institutions, municipalities, international partners, and technical stakeholders. Coordinate resource mobilization activities and engage in dialogue with donors for activities within the project framework, including those related to infrastructure and capital investments.ย  Maintain regular communication with donors and actively participate in the design and development of follow-up and complementary projects, building on implementation experience. Contribute to the formulation and development of new projects and strategic plans aligned with UNDPโ€™s strategic focus, national priorities, and gender equality objectives, drawing on lessons learned from the implementation of technically and operationally demanding infrastructure interventions. Advise UNDP on strategic and technical matters related to low-carbon, inclusive green development, climate resilience, and sustainable infrastructure, including emerging trends, global developments, and good practices relevant to complex project implementation. Monitor implementation progress and ensure quality, accuracy, and timeliness of reporting to donors and project partners, with particular attention to progress on construction, infrastructure delivery, risk management, and compliance with agreed technical and environmental standards. Maintain regular communication with other UN Agencies, CSOs, international organizations, and relevant stakeholders interested in supporting inclusive green development and climate-resilient infrastructure, fostering synergies and coordinated engagement. Identify and develop new interventions aligned with national priorities, building on UNDP Montenegroโ€™s existing portfolio and practical implementation experience, including opportunities to scale up or replicate infrastructure-focused solutions across municipalities.

Management of the project and implementing activities, in accordance with the UNDP policies and procedures:ย 

Ensure successful completion of the project in accordance with the stated outcomes, performance indicators, and technical requirements summarized in the Results Framework, and within the approved schedule and budget. Assist in identifying and mobilizing relevant technical expertise required for project and activity implementation, including specialized inputs related to design development, construction, supervision, and quality assurance. Advise the respective Team Leader on potential adjustments of actions, sequencing, and procedures, taking into account evolving implementation requirements, operational constraints, risks, and site-specific or technical considerations. Maintain regular communication and provide advisory and implementation support to identified institutional partners, particularly municipalities, throughout the preparation and delivery of infrastructure and construction-related activities, in line with national priorities and applicable standards. Organize and manage project teamwork in line with the Project Document. Supervise and coordinate consultants - prepare and assign tasks, monitor progress, and ensure effective coordination across technical and operational functions. Ensure that project work plans are prepared and updated in a timely manner and accurately reflect project objectives, outputs, implementation phases, and delivery milestones as defined in the Results and Resources Framework. Ensure timely coordination and recruitment of individual consultants and experts, including profiles with strong technical and engineering backgrounds, in line with UNDP procedures and gender-sensitive recruitment principles. Ensure that procurement of goods, works, and services under the project is undertaken in an optimal, timely, and quality-assured manner, in compliance with UNDP rules and relevant technical, safety, and environmental standards. Supervise and coordinate contracts of vendors and service providers engaged for specific project activities, ensuring close oversight of deliverables, timelines, and performance, particularly for activities involving construction and infrastructure works. Monitor implementation progress and ensure results-based, quality, and timely reporting to project partners and internally within UNDP. Identify, assess, and manage potential project risks, including programmatic, operational, financial, technical, and reputational risks, and propose appropriate mitigation measures in coordination with the respective Team Leader. In cooperation with the Project Assistant, support the maintenance of complete and accurate financial and accounting records for all project activities (budget, commitments, expenditures, income), ensuring proper follow-up on expenditures, approvals, and financial reporting. Be responsible for the title transfer and proper registration of all assets procured and used under the project. Monitor use of project resources, including approval of requisitions in Quantum and certification/confirmation of receipt of goods and services. Ensure that outputs and results produced by the project are adequately documented and communicated, in coordination with relevant institutions and donors. Regularly monitor relevant developments, events, and topics in local media related to the projectโ€™s thematic and geographic scope.

Ensure implementation of knowledge management activities:

Capture lessons learnt during project implementation and support development of case studies and storytelling for portfolio results. Facilitate knowledge codification and sharing, as well as organizing targeted training sessions for project staff. Facilitate strategic innovation processes using established frameworks applying systems thinking and portfolio approaches to urban development challenges. Ensure regular exchange of information/experience with other projects, cross-learning and sharing results and good practices. Contribute to the learning and knowledge sharing within UNDP and among external partners at the country, regional and global levels. Participate in regular internal meetings, training events, communities of practice.

Gender mainstreamingย 

Ensure gender is effectively mainstreamed throughout the project activities, work plans, budgets, reports, research, analyses and, where specifically relevant, analyzed in detail. Ensure gender equality is mainstreamed throughout the project team, consultants and stakeholders. Ensure knowledge on gender equality is incorporated in project knowledge management activities and products.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

The results of the work of the Project Analyst have a direct impact on the implementation of the project and the achievement of expected outcome(s). The results have an impact on the planning, implementation, monitoring and coordination of project activities and resources (human, financial, material assets etc.) to meet expected results and contribute to the overall success and impact of the UNDP Office in Montenegro.

Institutional Arrangementย 

The Project Analyst reports to the Team Leader for Inclusive and Green Growth in the UNDP Office in Montenegro. S/he works in close collaboration with other members of the Inclusive and Green Growth Cluster, other clusters in the Country Office, the Operations team, UNDP global and regional teams, other UN Agencies staff, government officials, technical advisors and experts, multi-lateral and bi-lateral donors, civil society, and private sector.ย 

The Project Analyst will directly supervise one Project Associate responsible for the technical project support, while s/he will also be supported by and coordinate the work of a Cluster Project Associate responsible for administrative/finance project support.ย

Required Skills and Experience

Education:

Advanced University degree in โ€“ Engineering or Social Science is required, or A first-level university degree (Bachelorโ€™s Degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

Applicants with Masterโ€™s degree (or equivalent or higher) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelorโ€™s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in management of development and infrastructure projects.

Desired skills:

Experience in the use of computers and office software packages (MS Word, Excel, etc.), including advanced knowledge of spreadsheet and database application. Experience in implementing infrastructure projects. Experience in coordinating designers, contractors, supervision engineers, and public authorities. Experience with environmental, safety, and sustainability standards applied to infrastructure projects. Experience in technical reporting related to construction works.ย  Valid license for design and execution of civil works as per Montenegrin legislation.

Required Languages:

Fluency in English and Montenegrin is required.
