Work LocationBrasilia Expected duration12 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). UNEP Country Office in Brazil is a key development partner of the Brazilian government and supports national and sub-national public and private sector institutions and civil society to achieve a more sustainable and inclusive society by creating a new relationship between people and nature, and between economic growth and environmental sustainability. Under the overall guidance and supervision of the UNEP Brazil CO Representative, the incumbent will provide technical and administrative expertise in the implementation and monitoring of project โ€œStrengthening institutional capacity for environmentally sound management of chemicals in Brazilโ€, financed with resources from the Special Programme Trust Fund. Also, the Project Analyst will collaborate with UNEP team and Ministry of Environmental in this project related activities, ensuring its smooth implementation and consistency with UNEP rules and regulations. The Project Analyst will work in close collaboration with the Ministry of Environment and Climate Change, the Programme, Operations, Communications and Project teams in the Country Office for effective achievement of results, anticipating and contributing to resolving complex project-related issues and information delivery. The incumbent is expected to exercise full compliance with UNEP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems. The incumbent will be supervised by the UNEP Brazil Office Representative and will work 40 hours per week from Monday to Friday, full time basis, coordinate with a focal point from the Brazilian Government as well as the UNEP Office. The consultant will work at UNEP Brazil Office in Brasilia, Brazil. Under the supervision of the UNEP Brazil Representative, the Project Analyst will undertake the following tasks: โˆ’ Lead the execution of the project, ensuring alignment with the approved work plan and full compliance with UNEP, implementing and funding agenciesโ€™ rules and procedures. โˆ’ Participate in periodic coordination meetings with project team (UNEP and National Executing Agencies), the Steering Committees, and with the working groups created within the projectโ€™s framework. โˆ’ Researches, analyzes, and presents information gathered from diverse sources. โˆ’ Develop and oversee the implementation of annual work plans, progress reports, and budgets in collaboration with Project Officers and the National Executing Agency. โˆ’ Prepare drafts of Term of Reference for the procurement of goods and services and hiring of consultants and individual contractors, taking care of the procedures necessary for contracting and payment processing. โˆ’ Negotiate and establish institutional partnerships, including MoUs, ICAs, and PCAs, preparing legal and cooperation documents for approval of all parties. โˆ’ Monitor deliverables and payments of consultants and contracted institutions, ensuring compliance with agreements. โˆ’ Participate in workshops, seminars, meetings, and other events related to the projectยดs objectives and collaborate in their organization, including preparation of travel requests and other logistical aspects. โˆ’ Contribute to sub-contracting of institutions and processing of related payments. โˆ’ Gather information to contribute to the preparation of project documents and reports, including both financial and progress reports, according to the UNEP/implementation and funding agencies rules and procedures. โˆ’ Maintain accurate data entry and reporting in UNEP and partner monitoring systems (PIMS, Partners Portal, UMOJA, etc.). โˆ’ Implement the Monitoring and Evaluation (M&E) plan, under the guidance of the Representative. โˆ’ Identify opportunities to develop new partnerships and projects that strengthen the national chemicals management framework, and support the implementation of the chemicals agenda within UNEP Brazil. โˆ’ Lead the preparation for terminal evaluation, as well as audit processes, ensuring timely delivery of inputs, in collaboration Project Officers and Latin America and the Caribbean Office. โˆ’ Collaborate in implementation of the project visibility plan and dissemination of results and lessons learned. โˆ’ Ensure adherence to project timelines and milestones, updating and following the activity schedule. โˆ’ Keep the project documentation and records (physical and electronic) organized and available for consultation. โˆ’ Participate in trainings and meetings for the operations/project staff. โˆ’ Maintenance of the filing system ensuring safekeeping of confidential materials. โˆ’ Prepare budgets and provide audit information, ensuring compliance with UNEP financial rules. โˆ’ Prepare and review terms of references and job openings, ensuring that the evaluation criteria and responsibilities are in line with UNEP rules and regulations. โˆ’ Prepare a variety of procurement-related documents, contracts, communications, instructions, reports, etc. โˆ’ Request and accurately record refunds using the UNโ€™s Enterprise Resource Planning (ERP) system, in accordance with applicable financial procedures. โˆ’ Execute the operational tasks related to project implementation within the UN ERP platform, ensuring full compliance with organizational rules, procedures, and internal control mechanisms. โˆ’ Prepare and process expense reports and related financial documentation through the ERP system, ensuring accuracy and timeliness. โˆ’ Other actions required for effective project execution.
