    Organizational Setting and Reporting Relationship

    The position of Project Analyst is assigned to the Water and Urban Sector Office (WUD) within the Sectors Department 2 (SD2). You will be based at our Headquarters in Manila, Philippines.

    You will report to designated International Staff and officer (as applicable).

    Your Role

    As a Project Analyst, you will provide analytical and statistical support to the assigned project portfolio, including technical support in portfolio management, project administration, and project processing activities related to loans and TA, knowledge work, and budget management activities for water and urban development (WUD) sector.

    You will:

  • Support project administration of investment projects, programs, TA projects, and sector work and activities, focusing on the WUD Sector.
Support project processing and administration with tasks including, but not limited to: (i) procurement and consultant recruitment reviews and other project administration actions; and (ii) guidance to executing agencies (EAs), implementing agencies (IAs), contractors, consultants, and project beneficiaries on ADB policies, guidelines, and procedures on procurement and disbursement; and help ensure that requests from EAs/IAs and other project clients are promptly addressed or responded to. Contribute to the preparation and updating of Project Administration Manuals under assigned projects, including gathering and consolidating data, and drafting writeups for several sections. Monitor and take actions on meeting financial management compliance of projects with and quality submission of audited financial statements (APFS and AEFS). Compile data and statistics on contract awards and disbursements (projections and achievements) for assigned projects, and provide analytical inputs to project team leaders and government counterparts on shortfalls, causes, and actions needed to meet targets. Prepare and update project records in ADB systems following quality and service level standards, including information related to project performance, project implementation status, major issues, actions planned or taken by the project team, and other project details. Analyze project performance and provide inputs to the project team to help ensure project progress and performance targets are monitored and met; Assist in addressing project administration red flags for corrective actions. Contribute to project-specific and/portfolio reports and participate in regional or sectoral portfolio meetings when requested. Monitor and update project records in eOps, SovOps, and other operational data management systems. Participate in project inception, review, midterm review, special loan administration missions, and project completion review missions. Provide data, analyses, and draft writeups to assigned sections of mission reports such as Memorandum of Understanding and Aide Memoires. Contribute to data gathering and preparation of project completion reports and TA completion reports. Provide support in project processing missions in designing project implementation arrangements, including procurement/consultant recruitment/disbursement procedures and project management setup, review of financing plans, and preparation of Project Administration Manuals. Provide support to other technical local staff in WUD and RM teams. Perform other tasks that may be assigned as reflected in your workplan.

Qualifications

You will need:

Bachelor's degree in finance, business administration, engineering, or a related field. At least 5 years of relevant work experience. In-depth knowledge of ADB or similar multilateral development bank's operations, business processes, procedures, modalities, and workflows. Experience undertaking research and analysis, collect and organize data, and draft documents. Proficiency in productivity tools and software programs. Experience collaborating with diverse background and nationality. Experience building relationships and communicating in multicultural settings. Written and verbal proficiency in English. Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
