    Organizational Setting and Reporting Relationship

    The position of a Programs Officer is assigned to the Papua New Guinea Resident Mission (PNRM) within the Pacific Department (PARD). You will be based at our Resident Mission Office in Papua New Guinea.

    You will report to PNRM Country Director or designated international staff.

    Your Role

    As a Programs Officer, you will provide support in (i) conducting Country Programming Mission to build the country assistance pipeline; (ii) monitoring project processing, supporting the project teams, and communicating with the government counterparts; and (iii) preparing the Country Partnership Strategy (CPS). You will also be the focal point/coordinator in the PNRM on relevant thematic issues and activities.

    You will:

  • Support PNRM Country Director (CD) and Country Operations Head (COH) in conducting country programming mission; preparing the CPS; updating and monitoring concessional lending resource allocation to Papua New Guinea (PNG); maintaining the country assistance pipeline database and tables; preparing ADB-wide publications, documents, and briefing materials, such as the Annual Report, Fact Sheet, the annual meeting country brief, and work program and budget framework, among others.
Monitor loan and technical assistance (TA) processing status and provide updates as requested ; and coordinate with government's departments/agencies, development partners and relevant stakeholders to support ADB programs in PNG. Support team leaders and members in loan and TA project processing to ensure completion of all necessary milestones on ADB and the government sides. Provide technical support to and participate in consultation and fact-finding missions as required, and provide written inputs for, and review of, aide-memoires and memorandum of understandings. Support PNRM portfolio management and processing and administering selective TA projects assigned to PNRM. Support other ADB-wide activities of cross-cutting nature as assigned, such as in results monitoring, program evaluation and capacity building; review ADB documents, including loan and TA documents, and undertake administrative tasks as requested. Perform other duties as reflected in your workplan.

Qualifications

You will need:

Bachelor's degree in economics, development studies, public policy and administration, business administration or other related fields; preferably with advanced training. At least 8 years of relevant professional experience in program/ project management and implementation. Demonstrated experience within the assigned sector. Experience and knowledge of different stages of the project cycle is desirable. Sound knowledge of government administrative systems and procedures. Ability to guide junior colleagues to facilitate work planning, delivery and quality review. Ability to collaborate and work productively with individuals and teams within and outside ADB. Excellent proficiency in oral and written English communications. Please refer to the link for ADB Competency Framework for TL5.

Additional Information

This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (\"Recruitment and Appointment'). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and residents of Papua New Guinea.
