Setting and ReportingThe position is located in the UNODC Programme Office in the Republic of Korea (POKOR) - KOSTAT Centre of Excellence (CoE) for Statistics on Crime and Criminal Justice with duty station in Daejeon, Republic of Korea, Regional Office for Southeast Asia and the Pacific (ROSEAP), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the general guidance of the UNODC regional Representative and the direct supervision of the Programme Officer (Illicit Drugs Researcher), both based in Bangkok (Thailand). For more information on UNODC, please visit www.unodc.org ResponsibilitiesThe Programme Officer has a coordination role for the Centre and will be responsible for managing all activities in the Centreโs workplan. Within assigned authority, the incumbent will be responsible for the following specific duties: Coordination and technical assistance activities: โข Contribute to supporting countries of the region gradually implementing the International Classification of Crime for Statistical Purposes (ICCS). โข Provide substantive support to the development, management, implementation, monitoring and reporting on the CoE workplan, by improving statistical methodologies and technical capabilities in the production, collection, analysis and dissemination of crime and criminal justice data. โข Support the build-up of institutional and technical capacities to conduct Crime Victimization Surveys (CVS) and corruption surveys, including with regard to the use and dissemination of resulting data. โข Draft Terms of Reference (ToRs) for consultancies and other posts, meetings, workshops, etc. and plan and coordinate workshops, expert meetings and conferences on crime statistics and related topics. โข Promote the CoE in different fora and organize events to help countries reporting to global data collections initiatives on crime and criminal justice. โข Guide officials of countries in the region in producing and reporting on indicators of Sustainable Development Goals (SDGs) in the areas of crime and violence, illicit trafficking, access to justice, rule of law and corruption. โข Promote methodologically innovative research on new/emerging topics in the areas of crime and criminal justice. โข Develop a sustainable and focused programme of capacity-building (training, advisory services, peer-to-peer support, etc.) for countries in the region. โข Coordinate the development of training activities, including through e-learning platforms, on relevant crime-related topics and emerging issues, and identify relevant counterparts in target countries to implement training sessions. โข Under the guidance of the UNODC Regional Office, identify potential partners and donors, prepare substantive briefs on possible areas of cooperation, identify opportunities for the creation and funding of new projects, and contribute to the overall office effort in resource mobilization. Draft and submit project proposals, as requested. โข Support the establishment of a Regional Advisory Group. โข Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โข Ensure that requirements, background information used for data analysis are documented. Administrative tasks: โข Support the management of the budget, finance, administration and procurement processes of the project, ensuring due respect and implementation of UNODC and UNDP rules and procedures. โข Contribute to project revisions, project and budget reports and other documents related to the project. Timely report to all partners on the progress in the implementation of the project. โข Supervise, monitor and organize the external communication of the project, including its website and publications, ensuring due alignment of the CoE external communication activity to the UNODC policy and management instructions. Perform other work-related duties, as required. EducationAn advanced university degree (Masterโs Degree or equivalent) in statistics, criminology, criminal justice, political sciences, international relations, public administration, social sciences or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree. Work ExperienceA minimum of five (5) years of progressively responsible professional experience at the national or international level in dealing with statistics, public policies or related capacity-building is required. Work experience in the reporting of Sustainable Development Goal (SDG) indicators, particularly in SDG16 (peace, justice, and strong institutions), including data analysis, report writing, and coordination with relevant stakeholders across diverse sectors, is desirable. Work experience in the area of statistics (collection, analysis, standard setting) is desirable. Work experience in the design, implementation and monitoring of capacity-building projects is desirable. Work experience within the United Nations system or similar international organization is desirable. Experience in data analytics or related area is desirable.
