Org. Setting and ReportingThe position is located in the United Nations Office for Digital and Emerging Technologies (UN ODET). UN ODET was established on 1 January 2025, with a mandate to: (a) advise the senior leadership of the United Nations on key trends in technology, so as to guide the strategic approach taken by the Organization on such issues; (b) serve as advocate and focal point for digital cooperation, through engagement with Member States, the technology industry, civil society and other stakeholders; (c) facilitate multi-stakeholder policy dialogue on digital and emerging technologies; (d) strengthen system-wide coordination within and across the United Nations system on digital and emerging technologies; (e) support the follow-up and implementation of the Global Digital Compact (A/RES/79/1 Annex 1). Through the Under-Secretary-General and Special Envoy for Digital and Emerging Technologies, UN ODET also leads the implementation of the Secretary-General's vision on digital cooperation by working closely with various UN entities and multi-stakeholder groups, facilitating dialogue to accelerate global digital cooperation, seizing on the opportunities that are presented by technology - while mitigating the risks - so that progress towards achieving the Goals by 2030 can be made collectively, as well as carrying out other related duties and responsibilities assigned by the Secretary-General, including follow up actions from the Secretary-General's Roadmap for Digital Cooperation and the report \"Our Common Agenda\". The AI Governance for Humanity Lab is part of an Initiative in support of the realization of the vision put forward by the Secretary-General’s High-level Advisory Body on Artificial Intelligence. Its objectives include mobilizing multistakeholder networks around agile and networked international AI governance as AI technologies evolve, establishing and catalysing new norms of information-sharing between key nodes in these networks and supporting informed and impactful AI cooperation at the global level. The Programme Management Officer (Head of the AI Governance for Humanity Lab) is based in Valencia, Spain and reports to the Senior Programme Management Officer. ResponsibilitiesWithin delegated authority, the Programme Management Officer (Head of the AI Governance for Humanity Lab) will be responsible for the following duties: · Leads the AI Governance for Humanity Lab, representing ODET externally in relevant international AI governance engagements and providing strategic direction and day-to-day management of the Valencia-based team. · Coordinates the planning and delivery of Valencia-based multistakeholder convenings on digital and AI governance, fostering collaboration among governments, academia, industry, and civil society to advance global cooperation on artificial intelligence and emerging technologies. · Develops, implements and evaluates assigned programmes/projects, etc. on digital cooperation and AI governance; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. · Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. · Researches, analyzes and presents information gathered from diverse sources, including on digital cooperation, governance trends and emerging technologies. · Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, · Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. · Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. · Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. · Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. · Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. · Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). · Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. · Performs other duties as required. EducationAn advanced university degree (Master’s degree, or equivalent) in business administration, public administration, international relations, digital governance, computer science, management, economics or a related field is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationSuccessful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Work ExperienceA minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of five years of experience managing multidisciplinary teams is required. A minimum of three years of experience in leadership, strategic planning, and partnerships is required. Experience in AI governance, digital policy, and multistakeholder coordination is desirable. A minimum of two years of experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required.
