Org. Setting and ReportingThis position is located in the DC2 Project, Facilities and Commercial Activities Service (FCAS), Division of Administration (DOA), Department of Operational Support (DOS). The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices away from headquarters, field missions, and regional commissions. The Facilities and Commercial Activities Service (FCAS) operates the Headquarters complex, striving to provide effective and efficient planning, management, maintenance and operation for all existing physical facilities and assets at the UN Headquarters, New York. FCAS also supports office and conference facilities, property management, travel and transportation services, archives and records management, mail and pouch operations, catering, giftshop and the United Nations Postal Administration. The incumbent reports directly to the Senior Project Officer of the DC2 Project. ResponsibilitiesUnder the general oversight and direction of the Senior Project Officer, the incumbent will be responsible for the programme and support services required for the planning and execution of the DC2 project, entailing the construction works related to the renovation of the DC2 building over the project duration. The project must be executed within the established project scope, schedule and key performance indicators, which includes major building renovation and large-scale relocation of the existing United Nations Offices and Departments, while ensuring business continuity. In this context, the incumbent will perform the following duties: โ€ข Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. โ€ข Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. โ€ข Researches, analyzes and presents information gathered from diverse sources. โ€ข Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. โ€ข Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. โ€ข Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. โ€ข Develops communications strategy, initiates and coordinates outreach activities to end users; conducts workshops, meetings, etc.; makes presentations on assigned topics/activities. โ€ข Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). โ€ข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โ€ข Develops and monitors the Project Risk Registar. โ€ข Provides programmatic support to the Steering Committee, Stakeholders Committee, and Change Order Committee, including preparing documentation, and presentations ensuring timely and accurate responds to queries and flow of information. โ€ข Provides strategic updates to the Senior Project Officer, including performance analysis, emerging risks, and key developments, especially those featured in formal reports. โ€ข Monitor the administrative aspects of the budget, finance, and property management activities, project schedule, including but not limited to budget requests, allocation of expenditures to the appropriate budgets, tracking of expenditures, producing reports on the status of the budget and produce forecasts. โ€ข Prepare and deliver detailed monthly reports, presentations, and communications materials (including iSeek content and documentation for audits and governing committees) to demonstrate project schedule progress, key achievements, and alignment with organizational goals. โ€ข Provides input for the preparation of official reports for presentation to intergovernmental and oversight bodies, acts as focal point for internal and external Auditors, ACABQ, CPC, General Assembly, and preparing relevant materials. โ€ข Performs other duties as required. A first-level degree (Bachelorโ€™s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationSuccessful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Work ExperienceA minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of three years of experience in budget and finance is required. A minimum of two years of experience in data analytics or related area is desirable. Experience in providing administrative support to governance bodies is desirable. Experience in an Enterprise Resource Planning system budgeting module (such as SAP or an equivalent), is desirable.
