Work LocationHome based Expected durationThree (3) months Duties and ResponsibilitiesBackground The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean โ€“ ROLAC โ€“ is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. UN-Habitat is starting a project with the municipality of Congonhas, Minas Gerais, in cooperation with the Municipal Planning and Management Department. This project aims to revise the Master Plan and develop the city's Mobility Plan. To achieve the proposed objective, the \"Horizontes Congonhas\" project is designed to strengthen public capacity and promote a culture of transparent decision-making based on data and information. This will be achieved through diagnostics, analysis, training and the drafting of plans. The Master Plan and the Mobility Plan wi ll be drawn up with the participation of society, configuring them as social pacts that take into account its interpretation of the strengths, potential and challenges of the city's spaces, seeking to improve the population's quality of life. To properly implement the project, a Programme Coordinator is required. Report to UN-Habitat Manager The Programme Coordinator reports to the Head of Brazil Office and OiC for Southern Cone Office, who will evaluate him/her. Responsibilities The Programme Coordinator will support the implementation of the project, and its activities, with the following responsibilities: 1. Coordinating the Programme โ€ข Coordinate the development and implementation of the project work plan in accordance with the signed documents and agreements. โ€ข Collecting information and coordinating the preparation of work plans, periodic narrative progress reports and expense reports for the UN-Habitat office in Rio de Janeiro. โ€ข Ensuring the implementation of the project according to the work plan and with the support of the project team: a. Prepare the inception report and detailed work plan for the project; b. Prepare Terms of Reference and develop detailed scopes of services for the project, providing potential contractors/consultants with a precise overview of the expected results. โ€ข Establishing systems for project planning, implementation and monitoring, in collaboration with partners. โ€ข Anticipating and mitigating project risks, including relevant challenges or omissions and other situations that could affect project development and implementation. โ€ข Providing information for the systematization and exchange of good practices and experiences with other offices in the region and with divisions at headquarters. โ€ข Ensuring that technical activities are aligned with the quality expectations of the Agency and partners. โ€ข Offer technical support on how to localize and shape international agreements and frameworks, such as the 2030 Agenda for Sustainable Development, the New Urban Agenda, presenting ideas on how to implement these agendas in the Congonhas Municipality Master Plan and Mobility Plan. โ€ข Record and maintain documents on relevant project activities. 2. Guide coordination with local partners (and other stakeholders) โ€ข Coordinating relations with local partners to support the implementation and expansion of the project, raising possible problems and suggesting solutions. โ€ข Ensure effective and efficient communication with local partners, such as local governments (various Secretariats), civil society organizations, universities, the private sector, etc. โ€ข Work closely with relevant government departments and other stakeholders to ensure the smooth and coordinated delivery of substantive input, tools or technical guidance required. โ€ข Contribute to policy dialogue with partners, national constituents and development partners on urban planning issues, through substantial support to the promotion of policy dialogue and participatory methodologies. โ€ข Identify capacity development needs and support partners through technical assistance, mentoring, training and capacity development initiatives as required. 3. Coordinate monitoring and reporting โ€ข Collect and compile all the information required for monitoring and reporting from the planning to the evaluation phases. โ€ข Monitor the implementation of activities and the use of resources; carry out regular monitoring activities. โ€ข Prepare and provide input for annual and quarterly reports. 4. Facilitate the construction, management and communication of knowledge โ€ข Documenting the project implementation process and its products. โ€ข Contributing to the exchange of information and providing input for product development both internally and externally to the project.. โ€ข Coordinating the organization of events, training, workshops and knowledge products. โ€ข Participating in meetings and conferences organized by partners to strengthen the project's position and presence in the municipality of Congonhas. โ€ข Undertake any other duties and responsibilities within their expertise that can reasonably be expected to maximize the efficiency and effectiveness of UN-Habitat's response to urban development issues. โ€ข Carry out other tasks that may be requested by supervisors. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should geT familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The Programme Coordinator will support the implementation of the project. The consultant shall be paid a monthly allowance, upon presentation and approval by the Head of Brazil Office and OiC for Southern Cone Office of monthly activitiesโ€™ report. Qualifications/special skillsEducation โ€ข Bachelor's degree in Architecture and Urbanism. โ€ข Postgraduate degree (Lato Sensu or Stricto Sensu) in Public Administration, Public Policy, International Relations, Urban Studies, Social Sciences, Architecture and Urbanism, Geography, Law, Economics, Engineering or related fields, or four (4) additional years of experience relevant to the position, in addition to the requirement. Work experience: โ€ข Minimum eight (8) years in project/programme management on issues related to urban planning and/or mobility. โ€ข Professional experience in developing Master Plans and/or Mobility Plans is required. โ€ข Professional experience in designing and conducting participatory activities is desired. โ€ข Experience related to UN and/or any other international agency is an asset. Skills: โ€ข Good computer skills in the Microsoft Office package (Word, Excel and PowerPoint) and Microsoft Teams is required; โ€ข Good knowledge of project management methodologies is required. โ€ข Experience of technological tools and use of software and online platforms is required. โ€ข Experience related to online event and conference tools is required. Competencies โ€ข Professionalism: Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies regarding good urban governance and local and regional development. โ€ข Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. โ€ข Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. โ€ข Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments. Knowledge Management โ€ข The person must know the processes, procedures, and norms of UN-Habitat, to guarantee an adequate quality of the activities described above, following the standards of the organization. โ€ข The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. โ€ข The person must know the file of the Office, work with it, and ensure its proper maintenance, accessibility for all staff, and due updating. โ€ข The person will prepare databases related to the project running. โ€ข The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. โ€ข The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. โ€ข The person will only share the information produced with the team agency, assuring the privacy of the content. Languagesโ€ข English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. โ€ข For the post advertised, fluency in Portuguese and English is required. Additional InformationTravel details: The consultant must be available to travel to the places related to the activities in the country, if requested by the Head of Brazil Office and OiC for Southern Cone Office. Missions will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines.
