Within its WPS portfolio in Bosnia and Herzegovina (BiH), UN Women works to advance inclusive peacebuilding, social cohesion, and the meaningful participation of women in peace and security processes. As this programme area grows to encompass broader dimensions of prevention and resilience-building, it includes targeted interventions aimed at addressing emerging threats to peace and equality โ such as hate speech and divisive narratives โ which continue to challenge post-conflict recovery and reconciliation in BiH.
UN Women is one of the implementing agencies of the Joint UN Programme on Hate Speech and Divisive Narratives in BiH, alongside UNESCO and UNDP. This multi-partner initiative seeks to combat hate speech and divisive narratives as both symptoms and drivers of discrimination, societal polarization, and conflict. By enhancing coordination among governmental institutions, civil society, media, and cultural actors, the programme aims to build systemic resilience through improved awareness, prevention, and response mechanisms.
The programme is grounded in a human rights-based approach and promotes the alignment of legal and policy frameworks with international standards, while enhancing the capacities of institutions and communities to effectively monitor, document, and address hate speech โ online and offline. It places a strong emphasis on gender-responsive approaches, including addressing gender-based hate speech, empowering women human rights defenders and journalists, and ensuring the inclusion of womenโs voices in all forms of public dialogue and narrative shaping.ย
BiHโs progress in recent years respecting and promoting Gender Equality is highlighted in a series of international commitments and in national legal and policy frameworks. The main achievements in the field of gender equality and womenโs empowerment reside in BiHโs institutional capacity development for the work on gender equality. With a focus on inclusive governance, digital safety, media responsibility, and inter-group trust-building, the programme contributes to long-term peacebuilding efforts in BiH.
Reporting to the Programme Management Specialist, the Programme Coordinator will lead the implementation of the UN Women component of the Joint UN Programme on Hate Speech and Divisive Narratives in BiH, ensuring effective coordination with partners, delivery of results in line with UN Womenโs mandate, and strong alignment with the broader WPS and gender equality agendas in BiH.
Scope of Work
1. Coordinate the UN Women component of the Joint UN Programme on Hate Speech and Divisive Narratives in BiH
Coordinate the overall Programme work plan development and implementation according to Strategic Note/programme document; Gather inputs and coordinate the preparation of workplans, periodic narrative progress reports and expenditures status reports to the Programme Board and UN Women; Establish systems for project planning, implementation and monitoring, in collaboration with partners; and Record and maintain documents on relevant Programme activities, issues, and risks.2. Guide coordination with national partners and other stakeholdersย
Coordinate relationships with national partners to support implementation and expansion of the WPS Portfolio, raise potential problems and suggest solutions; and Identify capacity building needs and support partners through technical assistance, mentoring, training and capacity development initiatives, as needed.3. Coordinate the monitoring and reporting on the UN Women component of the Joint UN Programme on Hate Speech and Divisive Narratives in BiH
Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages; Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required; Draft and provide inputs to annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports; and Provide inputs from the Hate Speech and Divisive Narratives programme activities and results to Country Office reporting.ย 4. Manage people and finances of the thematic area programmeย
Coordinate development and preparation of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting; Monitor the allocation and disbursement of funds to participating partners; and Provide functional oversight and matrix management of Programme Associate and Assistant, ensuring alignment with programme objectives and coordination with direct supervisor.5. Build partnerships and support in developing resource mobilization strategies

Document the programme implementation process and products; Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme; and Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products.7. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Supervisory/Managerial Responsibilities:ย The incumbent provides functional oversight and matrix management to a team of 2 personnel, including Programme Associate and Programme Assistant supporting the implementation of the UN Women component of the Joint Programme. No personnel report to the position under direct supervision.

Functional Competencies:

At least 2 years of progressively responsible experience in managing complex and multi-component programme interventions with national partners, preferably related to thematic area is required. Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is desirable. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.Languages
