UNDP has an important role in supporting health outcomes by supporting countries to address the social, cultural and economic determinants of HIV and health, in partnership with other UN entities and international organizations. As a trusted, long-term partner with extensive operational experience, UNDP supports countries in effective implementation of complex, multilateral and multi-sectoral health programmes while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time.

UNDP Turkmenistan implements a large health programme. UNDP is Principal Recipient of the TB and C19RM grants from the Global Fund to fight AIDS, Tuberculosis and Malaria (GF). Since 2010, UNDP has implemented the GF grants for more than $33.18 million. The implementing partners of the Global Fund grant are Ministry of Health and Medical Industry (MoHMI), Ministry of Interior (MoI), World Health Organization (WHO), National Red Crescent Society (NRCS) and the National TB Programme (NTP). In 2021-2024 Turkmenistan implements Transitional TB grant aiming at full exit from the Global Fund support by the end of 2024. In the transitional grant UNDPโ€™s role is to support MoHMI and NTP with building national policies and capacities for the successful transition to full domestic funding of the TB grant and at the same time to maintain universal access to TB prevention, diagnosis and treatment services of good quality and applying patient-centered interventions during the transition period. Global Fund also funds COVID-19 response activities through C19RM funding. Besides Global Fund grant, UNDP country office also implements financing agreements (FA) funded by MoHMI aiming at procurement of quality-assured health products (reagents, commodities, medicines, medical equipment) for the needs of national programmes for infectious diseases and non-infectious diseases (NCD). Since 2016, MoHMI provided to UNDP $35.1 million for infectious disease and $32,7 mln for NCD. The project on infectious diseases funded by MoHMI complements the Global Fundโ€™s grant and contributes to implementation of the plan for sustainability and transition of the National TB Programme to full domestic funding by 2024. UNDP also implements COVID-19 response project funded by $20.0 mln Loan Agreement from the World Bank.ย 

The growing cooperation makes new demands on the CO in terms of strengthening the capacities to deliver upscaled programme. With the evolving health projects in a separate portfolio in the CO, this requires reinforcement of the portfolio with the new staff member to serve as the Programme Associate for the health portfolio.

Under the overall guidance of the Health Programme Specialist, the Programme Associate ensures effective delivery of the CO programme by supporting programme implementation consistent with UNDP rules and regulations.ย 

The Programme Associate works in close collaboration with the operations, programme and projectsโ€™ staff in the CO and UNDP HQs as required for resolving complex finance-related issues and exchange of information.ย The Programme Associate may supervise clerical and support staff of the Programme Unit if required.

Collection, analysis and presentation of background information for preparation of CCA, UNDAF, CPD, CPAP, effective application of RBM tools and establishment of management targets (BSC); Presentation of background information for formulation of country programme, draft project documents, work plans, budgets, proposals on implementation arrangements.ย 

Provides effective support to management of the CO programmeย focusing on the achievement of theย following results:

Creation of a project in Atlas/Quantum, preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial close of a project; Provision of guidance to the executing agencies on routine implementation of projects; Presentation of information for audit of NEX projects, supports implementation of audit recommendations; Assist Health portfolio and projects mainstream gender to ensure compliance with corporate UNDP gender policy; Assist to Health Programme Specialist to analyze the situation in portfolio, identify the operational and financial problems and assist in suggesting the possible solutions.

Provides administrative support to the Programme Unitย focusing on achievement of the following results:

Review of NEX projects Financial Reports; preparation of non-PO vouchers for development projects; Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas/Quantum; Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers; Creation of requisitions in Atlas/ Quantum for development projects, register of goods receipt in Atlas/ Quantum; Making budget check for requisitions, POs and vouchers.ย  Preparation of vouchers and requisitions for development projectsย can be performed either by Programme Associates or by Programme Assistants depending on the set up of the office.ย  Voucher creation functions in the offices with Service Centres or Project offices, can be performed either by Service Administrators of Service Centres or Finance Assistants of Project offices.

Supports resource mobilization focusing on achievement of the following results:

Analysis of information on donors, preparation of donorโ€™s profile; Tracking and reporting on mobilized resources for Health programme. Review and follow up of contributions agreement, managing contributions in Atlas/Quantum; Assisting in drafting donor proposals (workplans, budgets).

Supports gender equality and womenโ€™s empowerment in implementation of health programme focusing on achievement of the following results:

Support gender mainstreaming in the implementation of health programme; Support the institutional and technical capacity of the health portfolio team and stakeholders on gender responsive programming; Ensure coordination with the gender focal points to dedicate and keep track of the required gender reporting.

Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

Organization of trainings for the projects staff/ operations on programme; Synthesis of lessons learnt and best practices in programme; Sound contributions to knowledge networks and communities of practice. ย  Required Skills and Experience ย  Education:
Secondary Education. Specialized certification in Accounting and Finance is an asset.ย  University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciencesย with at least 3 years of relevant experience will be given due consideration. Experience: 6 years (with Secondary education) or 3 years (with Bachelorโ€™s degree) of relevant administrative or programme experience is required at the national or international level.ย  ย  Required Skills: Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages;ย  Experience in handling of web-based management systems (ERP systems, preferably PeopleSoft); Experience in the UN/UNDP or any other development programme/project is an asset.ย 

Required Languages:

Fluency in English and Russian is a requirement. Working knowledge of Turkmen is desired.
