Cabo Verde became the first pilot Joint Office (JO) of the Ex-Com agencies (UNDP, UNICEF, UNFPA and WFP) on 1 January 2006.ย  This was a major step of UN reform towards the harmonization and simplification of UN activities in small countries.ย  A Joint Office model consists of a single UN office of the participating agencies, led by one representative who equally represents all the participating agencies.ย The Joint Office ย has one organizational structure and a single programme/common country programme encompassing the activities and mandates of all participating agencies, and uses one set of business processes, rules and regulations under a โ€œsupport agencyโ€ arrangement, and is agency-neutral.ย  In Cape Verde, the UNDP system is used.ย  The JO in Cape Verde became part of the group of 8 Delivering as One (DaO) pilot countries in 2007.ย  The JO, now comprising only 3 agencies โ€“ UNDP, UNICEF and UNFPA - is presently one of the leading UN entities in implementation UNCF ย covering the period ย 2023-2027, fully aligned with the National Sustainable Development Plan and with Agenda 2030.ย  A joint UNDP, UNFPA and UNICEF Country Programme Document (CPD) for 2023-2027 will start implementation in 2023, and is based on four results areas aligned with SDGs (People, Planet, Prosperity, and Peace), with a strong focus on building systems and partnerships for SDG implementation in the country, leading to the need for innovative, creative and integrated solutions both on programme and operations. <Job Purpose and Organizational Context>
ย  Duties and Responsibilities ย 

Under the direct supervision of the Programme Coordinator on Policy, Planning and Programme Integration, the Programme Associate provides supportย ensures effective delivery of the CO programme by entering and managing data and supporting programme implementation consistent with UN rules and regulations.

The Programme Associate works in close collaboration with the operations, programme, strategic management and projectsโ€™ staff in the Joint Office of UNDP, UNFPA and UNICEF Regional Offices and HQ staffย  as required for resolving complex issues and exchange of information. Collaboration is also required with project partners in government, civil society and donor institutions.ย 

The Programme Associate will also work with UN agencies and participate in UN Country Team initiatives.ย 

The Programmeย  Associate supports providing a cooperation approach, team work, compliance to the internal control framework and client oriented management based on results, principles per norms and regulations.ย 

S/he also supports the effective implementation of the monitoring and reporting policy in close collaboration with the Strategic Planning associate.

1.)ย ย ย ย Supports formulation of programme strategies in the implementation of the Country Programme focusing on achievement of the following results:
ย ย ย ย โ€ข ย ย ย ย Collection, analysis and presentation of background and related information for preparation of UN Multi-country Sustainable Development Framework, Country Programme Document, programme/project implementation strategies, effective application of Results Based Management tools and establishment of management targets.ย 
โ€ข ย ย ย ย Presentation of background information for formulation of country programme, draft project documents, work plans, budgets, proposals on implementation arrangements.ย 
2.)ย ย ย ย Provides effective support to management of the CO programme focusing on the achievement of the following results:
ย ย ย ย โ€ข ย ย ย ย Creation of a project in Quantum ย preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of a project.
โ€ข ย ย ย ย Provision of guidance to the executing agencies on routine implementation of projects.
โ€ข ย ย ย ย Presentation of information for audit of Nationally implemented (NIM) projects, supports implementation of audit recommendations.
โ€ข ย ย ย ย Supporting robust cross-unit collaboration.
โ€ข ย ย ย ย Backstopping work of other units, as requested.
3.)ย ย ย ย Provides administrative support to the Programme Unit focusing on achievement of the following results:

ย ย ย ย โ€ข ย ย ย ย Review of NIM project Financial Reports; preparation of non-Purchase Order (PO) Invoices for development projects.
โ€ข ย ย ย ย Maintenance of the internal expenditures control system which ensures that invoices processed are matched and completed, transactions are correctly recorded and posted in Atlas.
โ€ข ย ย ย ย Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.ย 
โ€ข ย ย ย ย Creation of requisitions in Quantum for development projects, register of goods receipt in Atlas.
โ€ข ย ย ย ย Making budget check for requisitions, POs and invoicesย 
โ€ข ย ย ย ย Appropriate set up and tracking of gender marker targets in Quantum budgetsย 
โ€ข ย ย ย ย Support to organization of programme events and training events for national implementing partners.
โ€ข ย ย ย ย Support to organization of programme meetings, through organization of agenda, meeting minutes, presentations, action logs.
โ€ข ย ย ย ย Preparation of programme unit correspondence with implementing partners, donors and national counterparts.
4.)ย ย ย ย Supports resource mobilization focusing on achievement of the following results:
ย ย ย ย โ€ข ย ย ย ย Collection of information on donors and international development partners, preparation of donorโ€™s profile.
โ€ข ย ย ย ย Track and reporting on mobilized resources. Review of contributions agreement, managing contributions in Quantum.
5.)ย ย ย ย Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
ย ย ย ย โ€ข ย ย ย ย Prepare and contribute to the preparation of knowledge products, including background and working papers, technical reports and studies, briefings and presentations.
โ€ข ย ย ย ย Organization of trainings for the operations/ projects staff on programme.
โ€ข ย ย ย ย Synthesis of lessons learnt and best practices in programme.
โ€ข ย ย ย ย Sound contributions to knowledge networks and communities of practice.
โ€ข ย ย ย ย Support in forging partnerships with research and training institutions, universities and experts.
โ€ข ย ย ย ย Other relevant duties as requested.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

ย  Required Skills and Experience ย  Education:
<Secondary education,ย with demonstrable knowledge of and interest in development, and preferably with specialized certification/education in Accounting and Finance OR

University Degree in Development Studies, Economics, Business Administration, Political Sciences, Social Sciences or Environmental Sciences would be desirable, but it is not a requirement.ย >

Experience: A minimum of 6 years (with high school diploma) or 3 years (with bachelorโ€™s degree) of relevant progressively responsible administrative/management or programme experience is required at the national and/or international level.ย  Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems such as ERP. Ability to review and edit documents, ability to produce meeting reports identifying key actions. Experience with international development agencies (bilateral, multilateral or NGOs) would be desirable

Language Requirements
