*A co-terminus fixed-term appointment is an IFAD employment contract externally funded (supplementary funded, funded by trust funds in administration or other), strictly limited in duration to the funding of the position, where appointment and extension is conditional on the availability of resources and limited to the externally funded assignment. The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, andย  advocates at the local, national and international level for policies that contribute to rural transformation.

The Strategy and Knowledge Department (SKD) provides expert guidance on IFAD's strategic direction, thematic priorities and technical quality of IFADโ€™s operations. It plays a critical role in providing technical expertise to operational teams to enhance development effectiveness, by generatingย and disseminating IFADโ€™s development knowledge and evidence on strategic themes, and encouraging innovative application of cutting-edge global knowledge and evidence in IFAD investments to support countries tackle their most complex development challenges in fostering inclusive and sustainable rural transformation. SKD is composed of the (i) Environment, Climate, Gender and Social Inclusion Division (ECG); the (ii) Sustainable Production, Markets and Institutions Division (PMI); and the (iii) Research and Impact Assessment Division (RIA).

The Sustainable Production, Markets and Institutions Division (PMI) plays a key role in delivering sound technical leadership to the IFAD investment portfolio. In particular, the PMI Natural Resources Management (NRM) Desk has been leading IFADโ€™s work on agroecology, sustainable food systems and resilience, including developing the โ€œStock-take report on agroecology in IFAD operationsโ€ (2021) and the โ€œHow to do Note: Designing for and monitoring resilience for vulnerable rural householdsโ€ (RDMT) (2022). Building on the findings of the Agroecology stocktake, IFAD PMI NRM Desk has concluded in 2022 a Supplementary Funds (SF) agreement with the Belgian Development Cooperation (BDC) and the European Commission (EC), to launch the 4 years โ€œGlobal Programme for Small-scale Agroecology Producers and Sustainable Food Systems Transformation (GP-SAEP)โ€. The GP-SAEP will be implemented under the umbrella of PMI and the technical leadership of the NRM Desk from 1 January 2023 until 31 December 2026. The programme will be implemented in collaboration with IFADโ€™s four regional divisions for Africa (ESA, WCA, NEN) and Latin America and the Caribbean (LAC), which are responsible for the overall IFAD programme of loans and grants, and the Environment and Social Inclusion Division (ECG) supporting the investment portfolio.ย 

The overall goal of the programme is to contribute to the transition to sustainable agri-food systems for the benefit of the rural poor. The development objective is to enable rural small-scale producers to strengthen their practice of agroecology through better access to knowledge, support services, improved technologies and market outlets thereby improving their resilience to climatic, environmental and socio-economic shocks and stressors as well as food and nutrition security and incomes.ย 

The programme is structured around 4 components, listed below, within which additional grant funding can be provided to investment operations in IFADโ€™s portfolio pursuing an agroecology approach to sustainable food systems in countries in Africa and LAC. This funding will be provided through grant sub-projects to be implemented by selected grant recipients working closely with the government Project Management Units (PMUs) of the related IFAD co-financed investment project. These Sub-projects will be designed with IFAD country teams and investment project partners in Q1 and Q2 2023 and a second batch in Q1 2024. Sub-projects may be national or include multiple countries (regional sub-projects), according to the specific needs and opportunities for levering with IFADโ€™s investment portfolio.
GP-SAEP components:
ย 

Improving access to bio-solutions (seeds, organic fertilisers and bio-pesticides), mechanical equipment and digital technologies adapted to small-scale agroecology farming practices;ย  Strengthening value addition and markets for agroecological products harnessing sustainable food system benefits;ย  Increasing small-scale producersโ€™ access to agroecological Rural Advisory Services (RAS) and farmer-to-farmer joint learning โ€“ this component is outsourced to GFRAS;ย  Expanding the Economic and Financial Analysis of investments (EFA+) taking into account avoided negative externalities and broader medium to long-term food system sustainability benefits โ€“ this component is directly implemented by PMI

ย 

The Programme Assistant, under the overall strategic, policy and management advice, and supervision of PMI Lead Global Technical Specialist on Land Tenure and Natural Resource Management in the HQ, will be responsible for assisting the overall implementation of the programme, especially regarding financial, procurement, contract, and knowledge management, as well as logistical and administrative tasks.

Job Role ย 

The Programme Assistant ensures effective and regular delivery of work of the GP-SAEP Programme. The incumbent is accountable for a range of the Programme support and coordination functions, including financial, procurement, contract, and knowledge management, as well as logistical and administrative tasks pertaining to the coordination, execution and management of the Programme.ย 

Key Functions and Results ย 


1. PROGRAMME SUPPORT: The Programme Assistant ensures the availability of timely, complete and accurate information and data to support the efficient and effective delivery of the Programme. The Programme Assistant supports and monitors the delivery of required reports from implementation partners to IFAD and from IFAD to the donors (EU/EC and BDC), identifies issues and suggests appropriate follow-up actions to ensure compliance within agreed deadlines and procedures by:ย 

Follow up on timely submission and completeness of audited financial statements and liaising with the assigned FMD finance officer, and communicate any eventual required follow-up actions to the Programme manager and the subproject grantees; Check that budgets in Withdrawal Applications (WA) from sub-project grantees are within the agreed budget lines in the AWPB and Grant agreement, assist in communication around payments, monitor disbursements and flag any eventual issues to the program manager. ย  Assist in and monitor procurement processes and procedures liaising with the assigned procurement officers;ย  Track and follow-up to ensure timely submission from subproject grantees of Annual Work Plans and Budgets (AWPB), grant progress reports (GPR), Statement of Expenditures (SOE);ย  Monitor subproject grant milestones dates and follow-up with the concerned parties on implementation, supervision, extension or closure; Ensure registration of the programme sub-project grant official documentation;ย  Support the drafting of progress reports and follow up on financial and audit reports to the donors facilitating that deadlines are met; Assist in updating the GP-SAEP monitoring system and preparation of knowledge products; Assist in the monitoring and managing of the GP-SAEP budget and keep the program manager and technical staff informed of budget status by preparing budget report and analysis.ย 

2. PROGRAMME LIAISON: The Programme Assistant facilitates communication and work with and between internal and external stakeholders on administrative and knowledge sharing matters, and regularly informs the technical teams on applicable procedures as required. Responsibilities include:

Liaising with Financial Management Services Division (FMD), the Financial Controllerโ€™s Division (FCD) and the Operational Policy and Results Division (OPR) and the Office of the General Counsel (LEG), as well as regional divisions of the Programme Management Deparment (PMD) on all legal, financial and procurement aspects relted with the programme, also ensuring communication and information of all relevant parties in all the aspects of the implementation.ย  Organizing program partner meetings including meetings of the Programme Advisory Committee by ensuring timely administrative and logistical coordination, smooth running of activities and document finalization, printing and distribution as required;ย  Originating and/or administer the procurement of goods and services;ย  Archiving relevant programme documents at all stages of the project cycle as required, and share information with relevant partners as relevant;ย  Maintaining a tracking system for correspondence and documents, to monitor and prioritize work progress within established deadlines, ensuring the work is completed in accordance with IFAD standards; Supporting the recruitment process of consultants, incuding supporting the drafting of TOR, liaising with the PMI Front Office and the Human Resources Division, iinitiating HR-related actions for recruitment/contract extension of consultants and interns and ensure timely and efficient completion of actions;ย  Acting as a focal point for the induction of newly recruited, consultants and TPOs getting them acquainted with IFADโ€™s processes and procedures and providing them with the information required to become a valid member of the technical teams;ย  Preparing travel and logistical arrangements for technical staff and consultants (Tickets, Security clearance, TA, VISA); Contributing to organizing learning events focusing on the results of the programme.


3. MANAGERIAL FUNCTIONS: The Programme Assistant is accountable for integrity and transparency in the administration of IFAD resources, including equipment, supplies and provide inputs into the programme budget, implementing procurement processes and assisting in contract close-out procedures; and effective use of ERP functionality for improved business results, simplification of transaction and reporting processes and improved client services. The programme Assistant also actively fosters teamwork, as well as cross-divisional and cross-departmental collaboration.

Key Performance Indicators ย 

The key results have a direct impact on the overall team efficiency and success in implementation of the GP-SAEP Programme. The Programme Assistant supports the supervisor and the technical team in the compilation and coordination of tasks, ensuring deadlines are met and that established rules and procedures are followed. The incumbent is accountable for the full spectrum of the programme support activities.

Working Relationships ย 

The Programme Assistant works in close collaboration with professional staff in IFAD HQ, the Regionally mapped staff and the ICO, implementing partners and donors, to exchange information in support of the programme delivery and administrative support. The incumbent is continually involved in enlisting the support and cooperation of administrative units in HQ on a wide range of administrative matters.
