Work LocationSรฃo Gonรงalo, Brazil Expected durationSix (6) months Duties and ResponsibilitiesBackground The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean โ ROLAC โ is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. In 2023, UN-Habitat launched a project with the aim of supporting the Municipality of Sรฃo Gonรงalo to reduce social inequalities based on the fulfillment of the 2030 Agenda. This project is dedicated to improving the capacities and conditions of the local administration in monitoring urban conditions and trends at the local level, providing evidence-based information to build sustainable and locally integrated urban policies. In 2024, UN-Habitat was invited to contribute to the development of the participatory Action Plan for a project under the Periferia Viva Programme, aimed at the urbanization of an informal settlement. To implement this project in Sรฃo Gonรงalo, a Programme Analyst (Social Work) is required to ensure the effective execution of the work program. This role will be performed in person at an outpost established in the Ipuca Community in Sรฃo Gonรงalo. The Programme Analyst (Social Work) will be responsible for executing the project activities, ensuring compliance with security guidelines, and fostering engagement with local stakeholders to support the initiativeโs sustainable urban development. Report to UN-Habitat Manager The Programme Analyst (Social Work) reports to the Head of Brazil Office and OiC for Southern Cone Office, who will evaluate him/her. Responsibilities The Programme Analyst (Social Work) will support the implementation of the project, and its activities, with the following responsibilities: a) Improve the mapping of agents in the territory and local initiatives; b) Develop strategies for communication, community mobilization and social participation, compatible with the conditions of the population and the territory; c) Carry out a preliminary characterization of the beneficiary families and the territory - identifying the particularities of each section with the support of community diagnostic activities; d) Summarize the information for the community, using summaries, graphs and presentations in accessible language, including with a focus on vulnerable groups; e) Develop proposals for training activities for participants and engagement in the various stages and committees related to the project and the work, in partnership with the team; f) Facilitate and support the facilitation of meetings and channels to ensure the participation of the population, including marginalized groups; g) Provide advice on the process of defining general intervention guidelines and prioritizing actions to assist vulnerable groups present in the territory; h) Prepare documents related to the project and work in collaboration with other members of the program team; i) Perform technical, administrative and management tasks to ensure compliance with deadlines, budget and quality standards; k) Conduct and/or participate in all activities outlined in the project work plan, including field research, social mobilization and community workshops; l) Support knowledge management by providing input to document and share relevant information and successful practices, including with regional offices and headquarters divisions; m) Contribute to identifying and mitigating project risks by addressing challenges, gaps or other factors that may impact project execution; n) Prepare monitoring reports for partners and stakeholders at different stages of the project; o) Participate in and document meetings and activities related to project planning, development and implementation, including those organized by UN-Habitat partners; p) Be responsible for ensuring that all activities are aligned with the United Nations principles of integrity. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should be familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The Programme Analyst (Social Work) will support the implementation of project activities according to the responsibilities indicated above. The consultant shall be paid a monthly allowance, upon presentation and approval by the Head of Brazil Office and OiC for Southern Cone Office of monthly activitiesโ report. Qualifications/special skillsEducation Required: โข Bachelor's degree in Social Work, Sociology, or three (3) additional years or experience relevant to the position in addition to the requirement. Desired: โข Postgraduate degree in Social Work, Social Sciences, Sociology, Urban Studies or related fields is desirable. Work experience: โข Minimum of five (5) years of professional experience on themes related to urban development is required, including three (3) years of experience in community mobilization and social work in informal settlements. โข Experience in implementation of participatory workshops and their methodologies is highly desirable. โข Experience in design and/or work in informal settlements is desirable. โข Previous experience within the UN System is desirable. Skills: โข Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required. โข Good handling of technological tools and use of software and online platforms is desirable. โข Good knowledge on project management methodologies is desirable. Knowledge Management โข The person must know the processes, procedures, and norms of UN-Habitat, to guarantee an adequate quality of the activities described above, following the standards of the organization. โข The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. โข The person must know the file of the Office, work with it, and ensure its proper maintenance, accessibility for all staff, and due updating. โข The person will prepare databases related to the project running. โข The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. โข The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. โข The person will only share the information produced with the team agency, assuring the privacy of the content. Languagesโข English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. โข For the post advertised, fluency in Portuguese is required.
