Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Placing womenโs rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member Statesโ priorities and efforts, building effective partnerships with civil society and other relevant actors.
To respond to the demands of national partners, UN Women established its presence in 2008 in Sarajevo. Priorities of UN Womenโs Country Office in Bosnia and Herzegovina (BiH) are based on the 2021-2025 United Nations Sustainable Development Cooperation Framework signed between the Government of BiH and the United Nations system in BiH. Key priorities of UN Women in BiH under its 2021-2025 Strategic Note span four key priority areas: 1) ending violence against women; 2) supporting the implementation of the Women, Peace and Security Agenda, especially through the implementation of United Nations Security Council resolution 1325 and ensuring that women are empowered to fully contribute to and lead in public and political life; 3) enhancing women's economic empowerment by working to create equal opportunities and access to resources, including by recognizing, reducing, and redistributing unpaid care and domestic work and promoting womenโs entrepreneurship; and 4) strengthening gender-responsive governance by making gender equality central to national development planning and budgeting.
Within this framework, the Gender Equality Accelerator (GEA) represents a flagship joint initiative coordinated by UN Women in partnership with UNFPA, UNDP, and UNICEF. The GEA aims to accelerate transformative change on gender equality and womenโs empowerment by supporting systems-level reforms and advancing institutional accountability across three interconnected pillars: (1) gender-responsive governance and leadership, (2) prevention of and response to gender-based violence, and (3) womenโs economic empowerment. The programme is aligned with national reform efforts, EU integration priorities, and international frameworks including CEDAW and the 2030 Agenda. It prioritizes intersectionality, localization, and inclusive partnerships with government, civil society, and the private sector to advance structural change and deliver measurable progress on gender equality in Bosnia and Herzegovina.
Reporting to Governance and Leadership Programme Coordination Specialist and under overall supervision of the Programme Management Specialist, the Programme Analyst provides programme support to the effective management of UN Women programmes in the CO by contributing in the programme design, formulation, implementation and evaluation. The Programme Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bilateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Scope of Work
1.ย ย ย ย Contribute technically to the development of programme strategies in the area of Political Participation and Leadership
โข ย ย ย ย Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to Political Participation and Leadership
2.ย ย ย ย Provide technical support to the implementation and management of the Governance and Leadership programmeย
โข ย ย ย ย Provide inputs to the annual workplan and budget as required;
โข ย ย ย ย Coordinate and monitor the implementation of programme activities;
โข ย ย ย ย Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
โข ย ย ย ย Review and coordinate the submission of implementing partner financial and narrative reports; and
โข ย ย ย ย Train partners on Results Based Management.
3.ย ย ย ย Provide technical assistance and capacity development support to project/programme partners
โข ย ย ย ย Provide technical support to and technically oversee the implementation of programme activities with partners; and
โข ย ย ย ย Identify opportunities for capacity building.
4.ย ย ย ย Provide technical inputs to the monitoring and reporting of the programme/project
โข ย ย ย ย Monitor progress on programme activity, results and indicators;ย
โข ย ย ย ย Monitor the implementation of proposals by responsible partners; and
โข ย ย ย ย Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.
5.ย ย ย ย Provide technical inputs to the management of people and finances of Governance and Leadership programme
โข ย ย ย ย Monitor budget implementation and programme activity expenditures and perform budget revisions when required;
โข ย ย ย ย Provide inputs to financial reports; and
โข ย ย ย ย Oversee the work of Programme Associates and Assistants as needed.
6.ย ย ย ย Contribute to building partnerships and resource mobilization strategies
โข ย ย ย ย Provide inputs to resource mobilization strategies; analyze and maintain information and databases; and
โข ย ย ย ย Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
7.ย ย ย ย Provide technical inputs to inter-agency coordination on Political Participation and Leadership to achieve coherence and alignment of UN Women programmes with other partners in the Bosnia and Herzegovinaย
โข ย ย ย ย Provide technical support to the Representative and Programme Management Specialist on inter-agency coordination related activities by providing inputs to background reports and briefs.
8.ย ย ย ย Provide inputs to advocacy, knowledge building and communication efforts
โข ย ย ย ย Provide technical inputs to background documents, briefs and presentations related to Governance and Leadership;
โข ย ย ย ย Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products; and
โข ย ย ย ย Provide inputs to the development of knowledge management products on Governance and Leadership.
9.ย ย ย ย The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Supervisory/Managerial Responsibilities: Incumbent is not expected to lead a team, but will oversee the work of Programme Associates and Assistants as needed.
Education and Certification:
โข ย ย ย ย Masterโs degree or equivalent in social sciences, human rights, gender/ womenโs studies, international development, or a related field is required.
โข ย ย ย ย A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
โข ย ย ย ย A project/programme management certification (such as PMPยฎ, PRINCE2ยฎ, or MSPยฎ) would be an added advantage.
Experience:
โข ย ย ย ย At least 2 years of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
โข ย ย ย ย Experience in the Political Participation and Leadership is required.
โข ย ย ย ย Experience coordinating and liaising with government agencies, UN bodies/agencies and/or donors is desirable.
Languages:
โข ย ย ย ย Fluency in English is required.
