Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Europe and Central Regional Office cover 12 countries (Albania, Bosnia and Herzegovina, Georgia, Kazakhstan, Kyrgyzstan, Kosovo*, North Macedonia, Serbia, Republic of Moldova Tajikistan, Tรผrkiye, and Ukraine). UN Women ECARO works on analysis, research, and knowledge management that provides the evidence base to UN Women country and regional office on gender equality and women's empowerment. Furthermore, UN Women Europe and Central Asia Regional Office (ECARO) develops and manages regional level programmes and provides policy and technical support to regional and country offices on ending violence against women (EVAW) and womenโ€™s economic empowerment (WEE).

The EU-funded UNDP and UN Women regional -programme โ€˜EU4 Gender Equality โ€“ Womenโ€™s Economic Empowerment and Ending Violence Against Women in the Western Balkansโ€ aims at addressing womenโ€™s barriers to entrepreneurship and active safe participation in the green and digital economy and creating enabling environment for increased economic opportunities as well as to advocate and provide technical assistance for the introduction of specific gender-sensitive normative and regulatory frameworks and services of survivors of violence against women including technology-facilitated violence.

To this end, UN Women will undertake research to produce non-available comparable recommendations for improving the womenโ€™s entrepreneurship ecosystem in the IPA beneficiaries, mentor women entrepreneurs to accelerate their ' access to markets and finance and build disadvantaged womenโ€™s digital skills. UN Women will also build the capacity of key stakeholders in the referral system, including government, policymakers, law enforcement officials, the judiciary, the health sector, and civil society organizations, to provide quality, coordinated offline and digital services for survivors of violence, including online and technology-facilitated violence is strengthened; while it will partner with womenโ€™s rights organizations, service provider, media and tech companies to develop regulatory frameworks, tools and initiatives to prevent and respond to violence against women.

UN Women is looking for a Programme Analyst to support the planning and implementing of the UN Women component of the regional programme โ€œEU4 Gender Equality โ€“ Womenโ€™s Economic Empowerment and Ending Violence Against Women in the Western Balkans.โ€ย 

Reporting both to the UN Women Serbia Head of Office and to Regional Programme Analyst, Programme Analyst is estimated to dedicate approx. 50% of his/her work time mainly for overseeing and monitoring the work of specific implementing partners and external consultants, and overall partnership engagement and building at IPA beneficiary/national level.

Overall, the Programme Analyst provides support to the implementation of the regional programme โ€œEU4 Gender Equality โ€“ Womenโ€™s Economic Empowerment and Ending Violence Against Women in the Western Balkansโ€ activities and contributes to achieving the intended results, under the portfolio on EVAW and WEE. The Programme Analyst will be responsible for implementing activities in line with the work plans and results framework, monitor closely the results against performance indicators, provide technical guidance and oversee the work of experts and responsible parties. (S)he works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, the donor and civil society ensuring successful UN Women programme implementation.

Scope of Work:

1. Contribute technically to the development of programme strategiesย in the area of EVAW and WEE in relation to the Joint Programme

Provide substantive inputs to the design and formulation of programme activities and initiatives; Identify areas for support and intervention related to the programme.

2. Provide technical support to the implementation of the EVAW and WEE areas programme

Provide inputs to the annual workplan and budget as required; Coordinate and monitor the implementation of programme activities; Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners; Review and coordinate the submission of implementing partner financial and narrative reports; Train partners on Results Based Management. Support implementation of the JP communications and visibility plan at national level, as well as the project advocacy related activities.

3. Provide technical assistance and capacity development support to programme partners

Provide technical support to and technically oversee the implementation of programme activities with partners;ย  Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.

4. Provide technical inputs to the monitoring and reporting of the programme

Monitor progress on programme activity, results and indicators;ย  Monitor the implementation of proposals by responsible partners; Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.

5. Provide technical inputs to the management of finances of the programme

Provide administrative support in monitoring partner budget preparation and the finances of projects; including the finalization of FACE forms; Provide technical guidance to programme partners on routine delivery and reporting of programme-supported activities and finances; Monitor budget implementation and programme activity expenditures and perform budget revisions when required; Provide inputs to financial reports; Prepare information for the audit of programme and support implementation of audit recommendations;

6. Contribute to building partnerships and resource mobilization strategies

Closely coordinate with the local European Delegation (EU DEL) for the implementation of the JP activities, including communication and visibility initiatives, the selection of implementing partners, and ensuring synergies with EU portfolio in the respective IPA beneficiary, as well as communication flow for the smooth running of the project; Maintain close communication and foster partnership with relevant UN agencies, national authorities, development actors, civil society organizations and other key stakeholders working in the respective IPA beneficiary; Provide inputs to resource mobilization strategies; analyse and maintain information and databases;ย  Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

7. Provide inputs to advocacy, knowledge building and communication efforts

Provide technical inputs to background documents, briefs and presentations related to EVAW and WEE; Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products; Provide inputs to the development of knowledge management products on EVAW and WEE.

8. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Functional Competencies:

Education and Certification:

Masterโ€™s degree or equivalent in social sciences, human rights, gender/ womenโ€™s studies, international development, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification would be an added advantage

Experience:

At least 2 years of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required. Proven experience in the EVAW and WEE areas. Proven experience coordinating and liaising with government agencies and/or donors is desirable. Experience in managing/implementing EC funded projects/initiatives is an asset.ย  Demonstrated experience in supporting more than one office simultaneously is an asset. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Languages:ย 

Fluency in English and Serbian is required. Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
