Position Overview
Pact seeks a Thailand-based Program Officer for a USAID funded project. The successful candidate will report to a DC based Program Manager. With support from the Program Manager and the Global Capacity Development and Innovation Team at Pact, the Program Officer will provide capacity development technical assistance to local partner(s), including conducting capacity assessments and facilitating workshops aimed at improving organizational performance, and will monitor implementation of capacity development and program activities. The Program Officer will ensure adherence to targets, timelines, and achievement of programmatic objectives. They will also coordinate closely with the Program Manager and Pactโs Program Operations, Finance, and Grants and Contracts teams on timely deliverables and subaward tracking, and compiling information needed for timely reporting.
This position is contingent upon award and will be based in Bangkok, Thailand with expected domestic and regional travel. Only candidates eligible to work in Thailand will be considered. International allowances and employment sponsorship are not available.
Key Responsibilities
Oversee the successful implementation of the Project(s) in collaboration with local partner(s) and Program Manager.Build and maintain a strong relationship with local partner(s) and provide administrative and surge support around programming.Contribute to project planning (i.e., development of work plans), monitoring, and reporting in accordance with the highest standards. Conduct regular field/office visits and provide technical support, capacity development, mentorship, and/or coaching to the local partner(s).Support the development, implementation, and monitoring of capacity development activities in close alignment and coordination with activities across the project. Regularly collect, analyze, and report on capacity development data.Facilitate trainings using Pact resources in technical areas which may include strategic communications, sustainability planning, and network strengthening.Provide regular programmatic updates to the DC-based Program Manager and coordinate with DC-based Program Manager on administrative and technical matters. Foster strong collaboration and coordination with the grants management team to integrate capacity development and subaward monitoring processes and support capacity development to be incorporated into the subaward(s).Foster peer learning and capacity development collaboration among an international consortium of local and international NGOs/CSOs.Participate in quarterly and annual learning events.
Basic Requirements
Masterโs degree with three (5) years work experience or bachelorโs degree with at least seven (7) years work experienceMinimum of 3 years of professional experience in designing and implementing technical and organizational capacity strengthening programs and/or program management.Strong facilitation skills.Experience providing technical assistance to help organizations reach their goals.Knowledge of, and experience with, USAIDโs collaborating, adapting, and learning (CLA) approaches.Experience working on US Government funded programs.Demonstrated experience in synthesizing and analyzing various data sources for learning and recommendations for programming adaptations.Demonstrated ability to partner successfully with team, partner/subgrantee organizations, and other stakeholders.Strong understanding of international development projects and their operational context.Demonstrated commitment to engaging with stakeholders in accordance to gender sensitive and Do No Harm (DNH) principles and practices.Ability to work in Thai and English, including preparing reports and communicating in English on a professional level.
Preferred Qualifications
Strong understanding of the NGO/CSO space in ThailandPrevious professional experience working with Buddhist or religious communities and/or NGO/CSOs preferred.Ability to travel internationally up to 5 times per year.
