At COP27 and CMA4, the Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC) and the Conference of the Parties serving as the Meeting of the Parties to the Paris Agreement (CMA) established funding arrangements to assist developing countries particularly vulnerable to climate change. This decision included the creation of the Fund for responding to Loss and Damage (FRLD), with a focus on providing support to affected nations.ย 
At COP28 and CMA5, the COP/CMA formally approved the Fundโ€™s Governing Instrument, designating it as part of the UNFCCCโ€™s financial mechanism and placing it under the guidance of both COP and CMA. The decision authorized the FRLDโ€™s Board to secure a hosting arrangement with the World Bank as an interim trustee for four years, which includes hosting the Fundโ€™s secretariat. The World Bank has agreed to act as trustee and administer the Trust Fund in line with the COP/CMAโ€™s stipulations. The FRLD Secretariat, hosted by the World Bank in Washington, D.C., supports FRLD governing bodies, manages institutional relations, aids in strategy, policy, and program development, and oversees management systems.ย 
The FRLD Secretariat, led by the Executive Director (ED), coordinates FRLDโ€™s strategic activities across its governing bodies, including the Board, and the World Bank (as Trustee and Secretariat host), and other stakeholders. It also drives thought leadership, manages portfolio risk, and develops initiatives to mobilize resources.ย 
The Senior Monitoring, Evaluation and Knowledge Management โ€“ Program Manager is responsible for leading the design and implementation of results frameworks and M&E systems to support FRLDโ€™s operations, including the annual results reporting. A strong emphasis is placed on knowledge management and organizational learning through dissemination of tools, guidelines, and lessons learned.ย 
The Program Manager will report directly to the ED and the Deputy Executive Director (DED) as per agreed delegation of roles. He/She will collaborate closely with the Secretariat staff and external stakeholders, including governments, multilateral development banks, UN agencies, vertical climate funds, donor organizations, and civil society.ย 
The position is based in Washington, D.C. and involves frequent travel.ย 
Duties and Responsibilities:ย 
1. Results Measurement Frameworks, Systems and Reporting:โ€ข Oversee and coordinate the development, refinement, and implementation of the FRLD Results Measurement Framework and Monitoring and Evaluation (M&E) Systems approved by the Board.โ€ข Coordinate the design, development, and continuous improvement of a web-based results management system to support data-driven decision-making and institutional learning.โ€ข Produce annual results reports that synthesize achievements, lessons learned, and areas for improvement across programs.
2. Strategic Management, Vision and Leadership:โ€ข Provide high-quality strategic management, vision, and leadership of the FRLDโ€™s results and knowledge agenda; including; intellectual and technical leadership of FRLDโ€™s results.ย โ€ข Provide evidence-based results for FRLD as a whole to underpin the strategic direction.ย โ€ข Position the FRLD Results within the global dialogue on Climate Change and Results, including collaboration with the Multilateral Climate Fundโ€™s (MCF) on a common approach to measuring climate change results.
3. Knowledge Management and Learning:โ€ข Lead the development and dissemination of M&E and knowledge products, including tools, templates, guidelines, and case studies that promote institutional learning and good practices. Promote a learning-oriented culture by designing and facilitating knowledge-sharing events, learning reviews, and reflection workshops.Collaborate with internal teams and external partners to generate, curate, and disseminate knowledge products on emerging topics related to loss and damage.
4. Management of the FRLD Knowledge Management, Evaluation and Learning Team:โ€ข The Program Manager will support the recruitment of a dedicated team of internal and external experts within the Secretariat. The Program Manager will lead, motivate, and mentor the team, monitoring performance, fostering ongoing professional development, and ensuring staff have the knowledge and skills to achieve their work objectives.ย 
5. Strategic Technical Support to Programs and Countries:โ€ข Provide M&E guidance to implementing agencies and client countries to strengthen results orientation in investment plans and projects.Work closely with FRLD Program Managers to ensure M&E frameworks and learning objectives are consistently integrated across all levels of programming. Support country-level capacity to design, manage, and use M&E systems for planning, implementation, and adaptive management.
6. Strategic Communication and Dissemination:โ€ข Develop and implement a dissemination strategy for evaluation and learning products tailored to multiple audiences. Prepare briefs, presentations, and knowledge summaries for senior leadership and stakeholders to inform decision-making and strategic planning. Provide logistical and substantive support in organizing workshops, consultations, and knowledge-sharing sessions with stakeholders.

Selection Criteria

In addition to meeting the World Bank-wide criteria for this level position, it is expected that the selected candidate will meet the following criteria (in order of importance): ย 
Education: Masterโ€™s degree in Monitoring and Evaluation, Climate Change/Environment, Economics, or other relevant climate-related science field.Professional Experience: At least 8 years of relevant experience in the development, implementation, and management of monitoring and evaluation (Knowledge, M&E) systems.
Sector Focus: Preferably with a strong background in climate change at global, national, or sub-national program levels.
Institutional Knowledge: Comprehensive understanding of M&E systems, policies, procedures, and practices within Multilateral Development Banks (MDBs) and/or other bilateral or multilateral climate funds or organizations. Capacity to develop a Knowledge program and track record in disseminating knowledge. Familiarity with the Fund for responding to Loss and Damage and an understanding of the Boardโ€™s priorities is an advantage.
Analytical Skills: Strong conceptual, research, and analytical skills with the ability to think strategically and synthesize diverse information into actionable conclusions and recommendations.
Team Leadership: Proven ability to lead or effectively contribute to task teams responsible for producing major reports or studies.
Communication: Excellent written and verbal communication skills, with the ability to effectively analyze, synthesize, and present complex materials to diverse audiences.
