Mission and objectivesThe fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does โ in programs, in advocacy and in operations. The past two decades have seen important progress on child rights, yet while much has been achieved, sharp disparities remain. In most countries, inequality is higher today than a generation ago, including in middle income countries where a majority of the worldโs poor children now live. The rapid pace of urbanization and the growing youth bulge in Africa and parts of Asia will require significant expansion of the provision of essential services for children. These challenges are compounded by the scale and complexity of crises triggered by conflict, natural disasters or epidemics. The global community faces these challenges when the political and economic environments pose challenges of their own, testing the worldโs commitment to protecting the most vulnerable. In this environment, strong and consistent leadership of UNICEF is critical to enable the achievement of results for children.
ContextThe UNICEF Afghanistan Country Office (ACO) established an Outpost office in Termez to provide Support for Local Procurement of goods to Afghanistan Country Office and as regional Hub for Procurement of Goods Termez Team strives to enhance the ACO supply chain management.
Task DescriptionWithin the delegated authority and under the supervision of Supply and Logistics Manager or his/her designated mandated representative(s), the UNV Procurement Specialist will have the following major duties and responsibilities: 1. Coordinating and compiling procurement/supply plans & contracting trackers. โข Monitoring the supply plan and ensuring it is updated and aligned with ACO Supply Strategy โข Monitor Termez Procurement Hub trackers and work portfolio tools. 2. Ensure uninterrupted supply chain for ACO โข Reviews and evaluates incoming Purchase Requisitions/ sales Orders and requests to ensure quality and adequacy of information. โข Prepare solicitation documents (i.e., RFQs, ITBs, RFPs), conduct bid openings, tabulations, and evaluations, and arrange site visits, meetings, and interviews with bidders. โข Draft and submit Contract Review Committee (CRC) cases. โข Coordinate the technical evaluation, prepare a commercial evaluation, and award recommendations for the CRC. โข Create and maintain POs, in Vision in accordance with the award recommendations and the suppliersโ offers. 3. Create, maintain, and monitor Long-Term Arrangements (LTA) โข Creating LTAs as per country officeโs needs โข Act on incoming Purchase Orders against existing Long-Term Arrangements (LTA) requests. โข Issue and manage the mini bidding against the LTA. โข Provide advice and guidance to stakeholders to ensure the best value for money and effective contract management. 4. Keeping electronic files and records for assigned procurement cases โข Maintains comprehensive Procurement and Supplier files, with all required procurement documentation in accordance with the UNICEF Supply Guidelines. 5. Support the capacity building of the national staff. โข Provide guidance and support in VISION transitions related to tendering issuance. LTA, Purchase orders, and reports. โข Guide and support the staff in UNICEF supply policy & Procedures. โข Guide and train the staff on the eCRC, Vera, DocuSign and e-tendering process. 6. Any other related tasks as may be required or assigned by the supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: โข Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); โข Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; โข Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities. โข Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; โข Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; โข Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Living conditions and remarksUzbekistan is a country located in Central Asia and is surrounded by five countries: Kazakhstan to the north, Kyrgyzstan to the northeast, Tajikistan to the southeast, Afghanistan to the south, and Turkmenistan to the southwest, making it one of only two doubly landlocked countries on Earth.
