Analyse procurement requests and provide expert guidance on procurement, sales, and contractual matters, with a focus on legal and contractual aspects including among others intellectual property rights, personal data protection aspects. Contribute to drafting, reviewing and negotiating various types of agreements and contracts, also in relation to more complex procurement procedures, including cooperation, licensing, and non-disclosure agreements, while ensuring that terms are compliant with EUROCONTROL & MUAC legal and operational requirements. Oversee the approval of procurement and sales contracts, present them to relevant committees, perform regular timely follow-up on actions and monitor the successful completion of procurement processes. Prepare and launch procurement procedures in the relevant financial support systems including the establishment of common procurement procedures. Prepare and negotiate contractual agreements which do not fall under the scope of the EUROCONTROL Contract Regulations. Carry out and coordinate the negotiation of terms and conditions for standard and more complex procurement and licensing agreements, ensuring that the best commercial terms are achieved while meeting applicable regulations and requirements. Collaborate with internal and external partners, participating in events, workshops, studies, stay updated on latest developments/methods/best practices/trends and share them within the internal community to enhance organisational knowledge. Identify opportunities to enhance procurement practices and processes, review existing procedures, and support the implementation of improvements to increase the efficiency and effectiveness of procurement activities. Provide guidance and mentorship to more junior assistant staff. Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

Completion of third level studies (e.g. Master in Law), meeting European Qualifications Framework (EQF) Level 7 or higher. Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate. A minimum of 3 year(s) of relevant working experience. Experience in public procurement preferably in international organisations. Experience in drafting complex international contracts and agreements. Experience in contract law. Proficiency in legal drafting. Experience with systems & tools supporting procurement activities (Oracle Financials, โ€ฆ.). Analytical thinking: You analyse information and identify relationships. Communication: You foster two-way communication. Influencing: You tailor style and approach to impact others. Quality focus: You set and foster high quality standards. Organisational Awareness: You are aware of the instruments driving the Agencyโ€™s objectives. Planning & Organising: You plan ahead and adapt as required. The working languages of the Agency are English and French.

For this particular job, candidates must be proficient users of English at level C2.The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

The selected candidate will be offered a contract for a duration of 5 Year(s) in accordance with the Staff Regulations governing officials at EUROCONTROL. Internal staff will keep their current type of appointment duration, whether determined or undetermined. Renewal(s): This appointment may be renewed several times, but its total duration, including all renewal periods, may not exceed nine (9) years. Conversion: Conversion to an undetermined duration appointment is possible where all of the following cumulative conditions are met: the post is confirmed as being of a lasting nature; the staff member has completed at least five (5) years of service; the staff memberโ€™s performance has been satisfactory; and the conversion is in the interests of the service. Conversion is therefore not automatic. The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post. Internal candidates: This post entails management activities. Established staff members will therefore have to serve a confirmation period of 9 months. This period may be shortened to 6 months if the selected candidate is appointed following a competition preceded by a previous temporary assignment to the post for which s/he was selected. The Director General may also decide not to make subject to this provision if that official has previously been assigned, for a period of 2 years or more, to a post similar to that for which he has been selected and which entailed the same level of management responsibilities. The selected candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level. Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
