Background

Support to Immediate Recovery from the 2024 Floods in Bosnia and Herzegovina represents an EU funded intervention, designed to provide immediate response to needs of the population in local communities in BiH directly affected by the natural disaster declared in October 2024.ย
The project will operate in affected governments in BiH in helping them effectively and sustainably recover from the event, through rehabilitation and/or (re)construction of housing units and public facilities, rehabilitation and/or (re)construction of small-scale community infrastructure and support to agricultural producers and MSMEs in restoring their businesses.
Under the direct supervision of the Project Manager and through the matrix thematically linked to the Sustainable Growth Sector, the Private Sector Recovery Analyst will be responsible for designing and overseeing the implementation of financial support schemes, coordinating technical assistance programs, and facilitating market access initiatives to support the economic recovery of MSMEs in disaster-affected communities. The incumbent will also ensure effective knowledge management and gender mainstreaming throughout project activities.
The incumbent will be based in UNDP BiH office in Sarajevo.
Duties and Responsibilities
The Private Sector Recovery Analyst will be responsible for the following functions:
Design financial support schemes for MSMEs and manage the selection process
Conducts field assessments to evaluate the recovery needs of affected MSMEs; Designs financial support schemes in line with best practices and regulatory requirements, including developing public calls, selection criteria, and organizing information sessions for potential applicants; Leads the evaluation of applications, ensuring a transparent and objective selection process; Prepares evaluation summaries, final lists of selected beneficiaries, award notifications, and rejection letters; Oversees the appeal process, including the formation of appeal committees and review of submitted appeals.Oversight of MSME support implementation:
Facilitates the preparation of contracts with selected MSMEs, ensuring compliance with relevant regulations; Monitors the implementation, ensuring adherence to contractual obligations and identifying operational or financial risks; Organizes field monitoring visits to assess the progress of supported MSMEs; Addresses implementation challenges, ensuring timely resolution and corrective actions; Supports the Project Manager in preparing progress reports, tracking key project indicators, and ensuring timely submission to stakeholders and donors; Assists in external evaluations and contribute to assessing the overall impact of the project.Design and coordination of technical assistance to MSMEs
Conducts rapid needs assessments and field verification visits to tailor capacity development programs and business development initiatives; Designs and implements capacity development and technical assistance programs for MSMEs, focusing on skills development, business recovery and growth, and disaster risk management; Oversees development and delivery of training modules on key topics such as circular economy principles, green business models, financial planning, operational efficiency, and disaster preparedness; Monitors facilitation of market access initiatives by linking local producers into broader value chains to enhance market opportunities and economic sustainability.Knowledge management and gender mainstreaming:
Ensures the broad dissemination and visibility of project achievements; Manages knowledge-sharing initiatives within the team to enhance project effectiveness; Integrates gender considerations throughout project activities, work plans, budgets, reports, and research; Promotes gender equality in all project knowledge management activities and outputs.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

The incumbent will report to the Project Manager with the thematic matrix linkage to the Sustainable Growth Sector.

Education:
Masterโs degree in Economy, Agronomy, Development Studies, Business Administration or another relevant field is required, or; Bachelorโs degree in the areas stated above, in combination with additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.Experience:
Applicants with a masterโs degree in a relevant field of study are not required to have professional work experience.ย Applicants with a bachelorโs degree are required to have a minimum of two (2) years of relevant professional experience in project implementation.Required Skills:
Proven knowledge in private sector development, including an in-depth understanding of the needs, challenges, and growth processes of MSMEs within the local economic context; Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource; Proven experience in managing complex projects or leading key project components, including planning, implementation and coordination with multiple stakeholders.Desired Skills:
Experience in financial support management and implementation of support measures for MSMEs; Experience in the design and implementation of comprehensive financial support schemes; Experience in administrative and financial monitoring of financial support programs or similar (i.e. grants, direct support etc.); Familiarity with key public documents, strategies and trends related to the overall development agenda of Bosnia and Herzegovina.ย Required Languages:
