Organizational Setting and Reporting Relationship
The position of Principal Planning and Policy Specialist is assigned to the Unit for Nonsovereign Operations (SPNS) within the Strategy, Policy and Partnerships Department (SPD). You will be based at our Headquarters in Manila, Philippines.
You will report to Advisor, SPD and Unit Head, SPNS and will oversee Junior team members.
Your Role
As Principal Planning and Policy Specialist, you will (i) lead in developing policies, procedures and strategic approaches to grow nonsovereign operations (NSOs) and mainstream public-private partnerships (PPPs); (ii) lead reviews for NSO-related transactions to support relevant committees which SPD is a member of; (iii) develop financing products and modalities to enhance NSOs and mobilize and promote private financing (iv) work with other institutions, including other multilateral development banks (MDBs), development partners, and private sector entities to support ADB's strategic goals for private sector operations (PSOs) and PPPs; and (v) work within a framework of broad policies, principles and goals, independently selecting work methods.
You will:
- Develop corporate strategy and contribute to insights and perspectives for the preparation and application of ADB's corporate strategies ensuring alignment for NSO, PPPs and private sector development.
Qualifications
You will need:
Master's Degree or its equivalent in business administration, finance, economics, public administration, law or related diverse fields; or University Degree in related field and at least 5 years specialized experience relevant to the position can be considered. At least 12 years of relevant professional experience, of which at least 5 years includes private sector transactions. Experience in credit assessment, risk mitigation strategies and credit enhancement strategies and instruments. Experience in private sector transactional experience in project finance, capital markets, blended finance, PPPs or structured finance is considered an asset. Experience conceptualizing and formulating policy, business processes and planning documents and presenting them. Relevant legal knowledge in private sector transactions, capital markets, structured finance. International experience working in development in several countries.
