Organizational Setting and Reporting Relationship
The position of Principal Integrity Officer is assigned to the Investigations Division (AIID) within the Office of Anticorruption and Integrity (OAI). You will be based at our Headquarters in Manila, Philippines.
You will report to a designated International Staff and oversee Junior team members.
Your Role
As a Principal Integrity Officer, you will lead and conduct assessments and investigations into allegations of misconduct by ADB staffโincluding bullying, harassment, sexual harassment, and retaliationโ including integrity violations such as fraud, corruption, collusion, abuse, and conflict of interest. You will contribute to institutional learning, policy development, and knowledge sharing to strengthen integrity within ADB.
You will:
a. Assessments and Investigations
- Lead assessments and investigations into alleged staff misconduct and integrity violations, following ADB's Investigation and Enforcement Framework (IEF) and Code of Conduct.
b. Policy, Strategy, and Institutional Engagement
Lead or contribute to the preparation and updating of internal investigations procedures and related integrity policies. Be a strategic partner to the Office of Professional Ethics and Conduct, the Office of the General Counsel and the Budget, Personnel, and Management Systems Department on matters involving ADB staff integrity and conduct issues. Contribute to projects that promote proactive and risk-based approaches to internal integrity risks.c. Capacity Development and Outreach
Participate in outreach to all partners through knowledge-sharing activities, including learning events, blogs, and other content. Contribute to training and staff development to promote awareness of ADB's integrity principles and procedures. Build trust and foster inclusive engagement with diverse partners to strengthen institutional integrity.d. Collaboration and Oversight
Be a focal point for assigned thematic areas or client groups within ADB, encouraging collaboration across departments. Contribute to internal documentation, including Annual Reports, Standard Operating Procedures, and back-to-office reports, ensuring clarity and institutional agreement. Oversee and mentor team members, provide constructive feedback, and support their professional development, and undertake additional responsibilities as may be required, supporting organizational priorities.e. Other Activities
Promote a team culture that follows the highest standards of ethics in daily tasks, accountability, and continuous improvement. Perform other assignments as may support ADB's anticorruption and integrity mission.Qualifications
You will need:
Education Master's degree or equivalent from an accredited educational institution in a relevant field (e.g., law, corporate governance, criminal justice, ethics, behavioral psychology, human resources); or a Bachelor's degree and at least 5 years specialized experience relevant to the position can be considered. Professional certifications (preferred) Juris Doctor (JD), Certified Fraud Examiner (CFE), Certified Public Accountant (CPA), or equivalent qualifications in investigations, ethics, or anti-corruption Experience At least 10 years of relevant experience, including investigative work in the areas of misconduct, sexual exploitation, abuse and harassment (SEAH), fraud, corruption, and other integrity-related violations. At least 6 years of supervisory experience OR demonstrated experience overseeing the work of others in a leadership or coordination role, such as project or team lead responsibilities. Experience working with multilateral development organizations or familiarity with international administrative investigation procedures is an advantage. Competencies Investigative, analytical, and writing skills. Familiarity with administrative due process principles. Fluency in English; fluency in a language spoken in ADB's developing member countries is beneficial. Demonstrated unwavering integrity and the ability to protect sensitive information and impartiality. Able to work collaboratively in a multicultural environment. Additional Information:
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
