Duration of assignment: 5 months.
Estimated Start Date: February 2026.
Description/background of Assignment:
Guyana possesses significant mineral resources, with gold mining serving as a critical contributor to the national economy. Both large-scale and artisanal and small-scale gold mining (ASGM) operations play vital roles, particularly in supporting hinterland livelihoods. However, the ASGM sector, which accounts for nearly 70% of annual gold production, faces persistent challenges, including reliance on mercury, environmental degradation, and limited formal oversight.
Recognizing the need for sustainable management, the Government of Guyana, in collaboration with the UNDP and GEF, is implementing the \"Strengthening the enabling framework for biodiversity mainstreaming and mercury reduction in small-scale gold mining operations\" (MBIM Project). A key component of this initiative is a comprehensive legal review and the development of regulatory instruments for improved governance in the small and medium-scale gold mining sector.
Among the main objectives of the consultancy assignment are:
Conduct a Comprehensive Legislative Review and Gap Assessment.Analyze the Mining Act, Environmental Protection Act, and related regulations and policies.Identify legislative, policy, and institutional gaps in the governance of the small and medium-scale gold mining sector.Assess the effectiveness of current frameworks in addressing environmental, social, occupational safety, and health issues.
The consultancy aims to strengthen the governance framework of Guyanaโs small and medium-scale gold mining sector by conducting a detailed legal review, developing robust regulatory instruments, engaging stakeholders, promoting policy coherence, and supporting long-term sustainability. These activities will foster responsible mining practices, protect biodiversity, reduce mercury pollution, and enhance livelihoods and human health.
The proposal should be submitted directly in the portal no later than the indicated deadline: No later than Tuesday, December 16th, 2025 - at 09:00 hrs. - EST - Eastern Standard Time, (New York, U.S.A. time).
