Mission and objectivesSince its inception in 1972, the United Nations Environment Programme (UNEP) has been the global authority that sets the environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. ContextThis post is in the Secretariat for the Vienna Convention for the Protection of the Ozone Layer and for the Montreal Protocol on Substances that Deplete the Ozone Layer (Ozone Secretariat) at the Nairobi duty station. Project results will lead to enhanced capacity of the Ozone Secretariat in dealing with compliance and policy issues, support partiesโ€™ efforts in implementing the Montreal Protocol and enhance collaboration with partners in the area of climate action and environmental protection. The results will be legal and policy research, support to the intergovernmental process, including the work of the Implementation Committee under the Non-Compliance Procedure for the Montreal Protocol and during the global meetings of the parties to Protocol. Results will also include a set of policy and communication tools such as policy toolkit on energy efficiency, atlas on sustainable cold chain and communication products on sustainable lifestyles and cooling, among others.

Task DescriptionUnder the supervision of the Programme Officer for Monitoring and Compliance the specialist volunteer is expected to perform the following tasks: โ€ข Undertake research on issues related to the legal provisions of the Protocol and their implementation; โ€ข Provide substantive support to the Secretariat team supporting the Implementation Committee for the preparation of Committee meetings; โ€ข Coordinate the development of an online toolkit of policy options for promotion of energy efficiency in the refrigeration, air-conditioning and heat pump sector, which will be part of a policy toolkit for sustainable cooling to be developed in coordination with a number of partners; โ€ข Coordinate the expansion of the existing online exhibition on sustainable cold chains into an atlas of sustainable cold chain solutions with inclusion of new entries in consultation with partners (FAO and Cool Coalition), validation of entries with the partners or proponents of sustainable cold chain solutions, coordination of the expanded layout with the Ozone Secretariatโ€™s web designer among other tasks; โ€ข Contribute to the development and fundraising for the sustainable cooling and lifestyles communication campaign; โ€ข Perform other duties as required, including servicing of the Montreal Protocolโ€™s global meetings.

Living conditions and remarksThe Republic of Kenya is an equatorial nation on the coast of East Africa, neighbouring Soma-lia, Ethiopia, Sudan, Uganda, Tanzania, and the Indian Ocean. Kenya has two levels of Gov-ernment; National Government and 47 sub-national Governments called Counties. Counties are further divided into sub-counties. Kenya is a multi-party state with Executive, Legislative, and Judicial branches. Kenyaโ€™s popula-tion of more than 40 million is growing at an annual rate of 2.2%. The countryโ€™s GNP per capita estimated at purchasing power parity (PPP) is $975, and the GNP is growing at an average rate of 0.1% annually. More than 26% of Kenyaโ€™s people live below the international poverty line of $1 per day. Kenyaโ€™s main food crops are โ€œmaize, wheat, pulses, roots and tubers.โ€ (FAO). Nairobi is a modern metropolitan city where most basic goods and services, health facilities, public transport, telecommunication and banking services and educational facilities are readily available. The city is widely connected through its main airport, Jomo Kenyatta International Airport and the smaller Wilson Airport. Air transport is also available to many up-country desti-nations. The city is home to some 3,000 UN personnel mainly attributed to the fact that it serves as the headquarters for both the UN HABITAT and UNEP. The socio-economic and cultural background of the immediate society the UNV would be living and working in is diverse and prevailing security conditions at the place of assignment is mod-est. The topographic and climatic features of the assignment location is highland cool and warm tropical climate.
