The Directorate for Global Relations and Co-operation (GRC) co-ordinates the Organisationโ€™s relations with partner countries and with other international organisations. It advises the Office of the Secretary-General and other OECD Directorates on how to strengthen co-operation with partner countries, regions and organisations. GRC also serves the OECD External Relations Committee (ERC), working with members to help them reach consensus on global relations priorities and ensuring that relevant partners are effectively engaged in the Organisationโ€™s work in delivering on the Organisationโ€™s Global Relations Strategy and the Secretary-Generalโ€™s strategic orientations.

GRC is looking for one or more Policy Analysts with knowledge and experience in the Latin America and the Caribbean region. The selected persons will perform a range of tasks requiring qualifications in project management and on policy analysis. S/he will support of the delivery of the OECD LAC Regional Programme, Country Programmes and Bilateral Cooperation Programmes in the region. Relevant policy priorities include productivity (including SMEs), social inclusion, governance, environmental sustainability, connectivity, regional integration, policy harmonisation and critical minerals. Duties also involve preparing internal documents, conducting research and analysis, liaising internally and externally, and organising events. Positions are based at OECD Mexico City under the supervision of the Head of the Latin America and the Caribbean (LAC) Division in GRC and/or the Head of the OECD Centre for Latin America and the Caribbean in Mexico City.

Job Description

Main Responsibilities

Policy analysis and drafting

Monitor and analyze political and economic developments in the LAC region, providing strategic assessments to inform OECDโ€™s engagement in the country.Help in the creation of a Scoreboard with key indicators for the region to support the implementation of policy recommendations and Action PlansHelp identify policy reform options, recommendations and roadmaps for reform implementation, based on OECD good practice through country specific and regional projects.Contribute to policy reports, briefing notes, speeches, internal briefings, talking points and official letters and provide colleagues with necessary background information and context for their workProvide feedback and inputs to OECD publications, ensuring alignment with LACโ€™s policy landscape and stakeholder priorities.Provide relevant background information to help inform strategic decisions regarding engagement with non-Member countries and OECD donors.Oversee and support the preparation of presentations, talking points, and communication materials for key OECD meetings and donor coordination events.Keep abreast of ongoing work in the Organisation relating to the regional work of the Division, as well as reports and analyses published by news media, governments and international organisations that are relevant to the programme of work.

Stakeholder engagement and representation

Expand and maintain high-level engagement with key stakeholders, including international organisations, donor countries, and ministries, ensuring strong collaboration in OECDโ€™s work in the region.Support the conceptualisation and organisation of high-level events, such as ministerial meetings and regional policy networks.Assist in the preparation of missions, international workshops and other peer-driven capacity-building initiatives.

Co-ordination

Assist in the planning and organisation of meetings and missions relating to the OECD LAC Regional Programme, the implementation of the Strategic Framework for LAC, including cooperation with selected countries and subregions.Support logistical and substantive preparation for OECD missions to LAC, ensuring high-level engagement with relevant stakeholders. Identify opportunities to enhance the visibility and relevance of the OECD work with the region through communications and engagement strategies.Take notes in meetings, prepare draft summary records, presentations, briefing notes, prepare and edit reports, carry out background research and present findings as required.Undertake other co-ordination tasks in the Division as needed.

Qualifications

Academic Background

An advanced university degree in economics, economic development, public policy, international relations and politics, law or equivalent.

Professional Background

At least 2 yearsโ€™ relevant professional experience dealing with policies/regions referenced above.Knowledge of the economic and policy context of the region.Good experience in drafting documents and working with data. Experience of working in a multinational team with high autonomy.

Languages

Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Knowledge of Spanish and/or Portugues would be an advantage.
