Work LocationOn-site/ICSC HQ NY Expected duration1 Week Duties and ResponsibilitiesBackground The Resident Coordinatorโs Office (RCO) in the Kingdom of Saudi Arabia (KSA) is requesting a short-term consultancy to support the International Civil Service Commission (ICSC) in conducting a desk review of recent place-to-place survey processes. The purpose of the review is to ensure full compliance with established ICSC procedures, methodologies, and guidelines, with particular focus on the survey conducted for KSA. The assignment will take place at ICSC headquarters in New York and will require no more than two days. The consultantโs findings will be documented in a formal report that will be submitted to the ICSC. The ICSC will review and respond in writing to any instances of non-compliance identified, particularly where non-compliance may have adversely affected remuneration levels in KSA. The Chair of the ICSC will determine whether remedial action is necessary, including the possibility of commissioning an out-of-cycle place-to-place survey for KSA. Duties and Responsibilities Under the supervision of the ICSC Secretariat and in coordination with the RCO in KSA, the Consultant will: -Conduct a thorough desk review of documentation related to the most recent place-to-place survey for KSA. -Examine compliance with ICSC methodologies, procedures, and guidelines throughout the survey process. -Identify and document any instances of non-compliance, with emphasis on occurrences that may have negatively impacted remuneration levels in KSA. -Engage with ICSC staff as needed to clarify processes and ensure factual accuracy of the review. -Prepare a concise report outlining findings and supporting evidence. -Submit the draft report for review by the ICSC Secretariat, finalize it after feedback, and provide the final version to both the ICSC and the RCO in KSA. Qualifications/special skillsA Bachelors or Higher (Ongoing) degree in accounting, finance, social sciences, economics, public health, law or related area is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 3 years of professional work experience with ICSC methodology is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
