The Impact You will Make:

The IPP4C Partnership Manager is pivotal in leading a 4-year Indigenous Rights and Climate Change project across Canada and the LAC region. This role acts as the primary point of contact and relationship lead with Indigenous partners and co-signatories in Canada, ensuring the project is co-led with respect to Indigenous governance and rights. The manager not only supports the development and facilitation of governance structures but also plays a crucial role in overseeing project implementation. This includes incorporating Indigenous data sovereignty and governance principles, ensuring compliance with donor (GAC) requirements, and enhancing capacity building for Indigenous partners. This role will also facilitate knowledge sharing and manage reporting, aligning project activities with Indigenous methodologies and perspectives.


Responsibilities include (but are not limited to):

Relationship Management

Maintain and deepen relationships with Indigenous leaders and partners.Support Indigenous partners in understanding and navigating GAC's requirements.Advocate for and ensure Indigenous inherent rights, governance systems and knowledge systems are central to all decision-making processes.Facilitate capacity building in financial reporting and monitoring, tailored to Indigenous partners' needs.Cultivate and maintain relationships with Metis and Inuit partners to participate in sub-granting process.ย

Collaborate with Indigenous leads to develop and implement project plans including budgeting and forecasting.Facilitate effective ways of working with Indigenous partners and governance structures.ย Provide specialized training to Indigenous partners on GAC's financial report and monitoring and evaluation reporting systems.Monitor project budgets and ensure adherence to financial compliance as per GAC standardsFacilitate project update calls, emphasizing partner-led project management and respect for Indigenous rights processes.Maintain award records within SCC systems.ย Monitor project budget, ensuring acceptable burn-rate within compliance parameters.ย Facilitate regular project update calls with variety of stakeholders.ย Develop donor reports as well as reports to Indigenous leads and partners.Collaborate with SCCโ€™s Gender Equality Technical Advisors to integrate gender-responsive approaches and GAC gender equality requirements in project planning and execution.Work alongside SCC Gender Equality Technical Advisors to ensure gender equality principles are effectively incorporated into Indigenous data governance frameworks.Collaborate with SCCโ€™s Monitoring, Evaluation, Accountability and Learning (MEAL) Advisors to ensure that the project full meets GACโ€™s Results-based Management Framework requirements.

Indigenous Data Sovereignty and Governance

Develop and implement data management protocols that respect and uphold the principles of Indigenous data sovereignty.Collaborate with Indigenous partners to establish guidelines for data collection, storage, and dissemination that align with their governance and cultural practices.Ensure all project data activities are compliant with Indigenous data governance policies.Train team members and partners on the importance and implementation of Indigenous data sovereignty principles.

Knowledge Sharing and Advocacyย 

Disseminate lessons learned about integrating Indigenous rights in project management.Foster knowledge sharing between partners.ย Facilitate reciprocal learning initiatives focused on gender equality, collaborating with SCC Gender Equality Technical Advisors and Indigenous partners to co-develop programs.

GAC interface and Report

Act as a liaison between Indigenous partners and Donor Compliance Specialist.Ensure accurate reporting to GAC with Indigenous perspectives.

Qualifications (include but are not limited to):

A post-secondary degree, college diploma or equivalent yearsโ€™ work experience in Indigenous Studies, Environmental Science, Development, Social Work, Anthropology.ย 3-5 yearsโ€™ experience working with Indigenous communities, preferably in relation to climate change.ย Working with/for Indigenous communities.ย International experience also preferred.Proven experience in project management, particularly in Indigenous-led initiatives.Demonstrated experience in building and maintaining relationships with Indigenous communities and leaders.Familiarity with Indigenous rights, governance, and data sovereignty principles.Experience in financial reporting and compliance with donor requirements, preferably with GAC.Experience in implementing gender-responsive approaches in project management, especially within Indigenous contexts.Extensive experience in project management with a focus on Indigenous-led initiatives.Demonstrated experience working with Indigenous data sovereignty and governance principles within project frameworks.Deep understanding of Indigenous cultures, rights and governance systems.Knowledge of climate change issues and their impact on Indigenous communities.Familiarity with GAC's granting, reporting, and evaluation systems, including results-based management.Understanding of gender dynamics within Indigenous communities and their intersections with climate change and Indigenous rights.Knowledge of gender equality principles and how they apply to Indigenous governance and data sovereignty.Extensive experience in project management with a focus on Indigenous-led initiatives.Demonstrated experience working with Indigenous data sovereignty and governance principles within project frameworks.Strong leadership and interpersonal skills to manage diverse teams and stakeholders.Ability to work within cultural safe approaches.ย Effective communication skills, both verbal and written.Ability to apply gender analysis within project management and Indigenous community contexts.Skill in facilitating gender-inclusive discussions and capacity-building activities.Proficient in project management and data management tools.

WHAT WE OFFER
