Work LocationKIGALI Expected duration3months Duties and ResponsibilitiesBackground The United Nations Resident Coordinator's Office (UN RCO) in Rwanda is at a pivotal stage, actively finalizing the Common Country Analysis and embarking on the development of a comprehensive five-year UN Sustainable Development Cooperation Framework (UNSDCF) and a common budgetary framework. This strategic undertaking is in response to the evolving development landscape and the need for a cohesive framework that aligns with Rwanda's unique context and aspirations. The upcoming launch of the new UNSDCF requires a meticulous revision of the UN Rwanda Resource Mobilization Strategy to ensure it aligns seamlessly with the outlined objectives and priorities. Simultaneously, Rwanda is poised to host the 3rd LLDC conference in June 2024, a significant milestone that demands proactive planning and coordination with various stakeholders. This conference marks the first time it will be hosted in Africa, emphasizing the heightened expectations and responsibilities placed on UN Rwanda to contribute to its success. UN Rwanda has been actively experimenting with innovative solutions to expedite the implementation of the Sustainable Development Goals (SDGs). Notably, the ongoing initiatives in the Culture and Creative Industry (CCI) involve collaborations with the Government of Rwanda, private sector entities like the MITTA Center from Nigeria, and financial institutions and foundations. This strategic shift aims to propel Rwanda's culture and creative industries onto the global stage, fostering youth empowerment, creativity, and innovation in line with the \"Inspiring Rwanda's Private Sector Innovation\" initiative and Rwanda's Vision 2050. Another pioneering project, Legends Unleashed, involves the conceptualization of the VCWC2024 event, scheduled for September 1 โ€“ 10, 2024. In partnership with the VCWC and the Government of Rwanda, UN Rwanda is orchestrating a series of events addressing critical issues across sectors such as Business, Education, Health, Peace, Tourism, and Technology. Leveraging the influence of 150 football legends, this initiative seeks to accelerate the implementation of the SDGs and make a substantial impact. Given the multifaceted nature of these tasks and the critical juncture in UN Rwanda's development planning, there is a compelling need to recruit an experienced individual consultant. This expert will be stationed in the UN Resident Coordinator Office in Rwanda, reporting directly to the Development Coordination Officer-Strategic Planning/Head of UN RCO. The consultant's role is pivotal in navigating these intricate challenges, ensuring effective implementation, and contributing significantly to the advancement of sustainable development goals in Rwanda. The Individual Contractor will collaborate closely with relevant UN Agencies through the UN Country Team (UNCT) and the UNSDCF Results Groups, as well as engage with members of the Resident Coordinator's Office (RCO). Establishing and maintaining strong working relationships with key stakeholders, including government officials, subject matter experts, multi-lateral and bi-lateral donors, development partners, and the private sector, is essential. This collaborative approach is designed to ensure the successful implementation of the UN Partnerships Development Finance strategy, thereby contributing significantly to the advancement of sustainable development goals in Rwanda. Duties and Responsibilities 1. UNSDCF Revision and Resource Mobilization: ๏‚ง Contribute to the development of the UNSDCF and the Common Budgetary Framework ๏‚ง Provide strategic insights and recommendations for optimizing resource mobilization efforts in support of the UNSDCF goals. ๏‚ง Coordinate a comprehensive revision of the UN Rwanda Resource Mobilization Strategy to align with the objectives and priorities outlined in the new UNSDCF. 2. 3rd LLDC Conference Planning and Coordination: ๏‚ง Play an active role in the UN RCO and the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries, and Small Island Developing States, in organizing the 3rd LLDC conference. ๏‚ง Support the organization of the UN Rwanda side event at the LLDC conference. 3. Innovative Solutions for SDG Implementation: ๏‚ง Oversee the implementation of ongoing initiatives, particularly in the Culture and Creative Industry (CCI), collaborating with the Government of Rwanda, private sector entities, and financial institutions and foundations. ๏‚ง Provide strategic guidance for the Legends Unleashed project, including the conceptualization and execution of the VCWC2024 event, ensuring alignment with SDG targets and fostering impactful outcomes. 4. Collaboration with UN Agencies and Stakeholders: ๏‚ง Collaborate closely with relevant UN Agencies through the UN Country Team (UNCT) Resource Mobilization Task Force and the Programme Management Team ๏‚ง Engage with members of the Resident Coordinator's Office (RCO) to ensure seamless coordination and alignment with broader UN initiatives. 5. Stakeholder Relationship Management: ๏‚ง Establish and maintain strong working relationships with key stakeholders, including government officials, subject matter experts, multi-lateral and bi-lateral donors, development partners, and the private sector. ๏‚ง Leverage these relationships to enhance collaboration, garner support, and promote the successful implementation of the UN Resource Mobilisation Strategy The Individual Contractor will be under the overall supervision of the Head of RCO AI. Qualifications/special skillsAdvanced university degree (Masterโ€™s or equivalent) in business or public administration, sustainable development, social sciences, education or related area is required. A first-level university degree, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree A minimum of five years of progressively responsible experience in providing strategic support to partnerships, project/programme management, resource mobilisation or development finance in the context of development cooperation or related areas is required LanguagesFluency in English is required for this position; knowledge of French is desirable.
