Paris Alignment and Climate Finance Consultant (LAB/STI)

IDB Lab is looking for a consultant to support the operationalization of its climate and biodiversity agenda, and to provide technical expertise on climate finance in both adaptation and mitigation.

About this position:

The Scalability, Knowledge, and Impact (SKI) unit at IDB Lab is responsible for the design and implementation of strategic connections and knowledge, and as well as impact measurement and its reporting.

The objective of the consultancy is to support the operationalization of IDB Lab’s Paris Alignment, Climate and Biodiversity agenda, and to provide technical expertise on climate finance in both adaptation and mitigation.

What you’ll do:

For this consultancy you will be expected to assist the impact team on the following tasks:

1. Application of the Paris Agreement alignment (PAA), climate finance (CF) and green finance (GF) methodologies, with a view on advancing IDB Group’s commitments and targets regarding climate change and environmental sustainability.

  • Screen eligible projects according to the PAA methodology;

  • Systematize climate data for reporting purposes;
  • In congruence with the overall IDB Group PAA approach, and in coordination with IDB and IDB Invest when appropriate, continue to develop PA guidance, practices, procedures, and tools, ensuring they are adapted to IDB Lab and the innovation industry, as needed;
  • Work with the Digital Transformation team to integrate PAA within IDB Lab systems, and pursue digital innovations to facilitate PAA support;
  • Work with project teams to address critical PA issues found;
  • Provide advisory support for issues related to PAA and/or to climate and green finance in operations;
  • Provide content for periodic training activities associated with climate finance, green finance, and PAA for IDB Lab;
  • Work with the Development Effectiveness team to summarize the results of climate and green financing into all reporting activities on impact;
  • Work with IDB Invest/SEG unit to harmonize Paris Alignment and other climate-related aspects of operations with the application of IDB Lab’s Environmental and Social Policy Framework.
  • Work with the Communications team to properly disseminate and promote Paris Alignment and climate finance in projects’ results, IDB Lab initiatives, and other aspects that may be of interest to IDB Lab stakeholders;
  • Coordinate analytic or technical knowledge products related to climate finance and PA, in coordination with the rest of IDB Group, as needed;

    2. Pilot project on client support

    • Conduct a desk review, in cooperation with operational teams in INV and DIS, of the main needs that clients may have in areas such as (i) application of PA, (ii) measurement of PA and/or measurement of broader climate outcomes, (iii) alignment of client funding and financial flows to internationally recognized standards, (iv) demonstration of impacts on climate.
    • Develop a proposal for the implementation, in 2024, of a pilot advisory product, based on the survey of client needs
    • Work with senior IDB Lab Management on a funding strategy for advisory serviced in PA/Climate.

      What you’ll need:

      • Education: Master's degree in environmental policy, environmental sciences, environmental or natural resource economics, or related field.
      • Experience: at least six years of relevant professional experience, including experience: in the application of Paris Alignment methodologies; with topics related to climate adaptation or mitigation, biodiversity, or technological innovation in climate; and in qualitative or quantitative research methods in climate or related topics.
      • Languages: Proficiency in English and Spanish is required.

          Requirements:

          • Citizenship: You are a citizen of one of our 48-member countries.
          • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

            Type of contract and duration:

            • Type of contract: Consultant Full-Time.
            • Length of contract: 12 months, renewable for up to a cumulative maximum of 36 monnths.
            • Location: Washington DC.
