GENERAL INFORMATION

PROJECT BACKGROUND GGGI has been active in Paraguay since 2018, collaborating with the Government of Paraguay to promote green growth policies and investments. Key partners include the Ministry of Environment and Sustainable Development (MADES), the Ministry of Economy and Finance (MEF), and Paraguay's Development Finance Agency (AFD), which drive progress in various sectors. In partnership with the MEF, GGGI is launching a new technical assistance project funded by the Green Climate Fund (GCF), to develop a National Adaptation Plan or NAP, titled \"National Adaptation Plan (NAP) for Paraguay's Agriculture and Forestry Sectors\". This initiative aims to develop Paraguay's NAP, which will strengthen the country's resilience to climate change by addressing key adaptation barriers in the agriculture and forestry sectors and creating a national adaptation guiding framework. The project will enable the Government of Paraguay to improve its information systems on climate change adaptation, integrate adaptation into national frameworks, promote inclusive and climate-resilient practices in agriculture and forestry, and encourage private sector participation. Key objectives include:
Improve data and monitoring systems: Strengthen Paraguay's capacity to generate, manage, and use comprehensive and up-to-date data on climate change risks and impacts. This will support the development, tracking, and refinement of adaptation strategies, plans and projects, while fostering an evidence-based approach to adaptation. Mainstreaming adaptation into national policy and planning frameworks: Improve the alignment of national policies, planning frameworks, and governance structures with Paraguay's adaptation goals. This includes integrating resilience into sectoral strategies and ensuring coherence across the agriculture and forestry sectors. Promote inclusive and climate-resilient agriculture and forestry practices: Develop and implement targeted adaptation measures that address the needs of vulnerable and marginalized populations. These actions will promote forestry and CSA practices, ensuring equitable access to resources and participation in decision-making processes. Strengthen private sector participation: Develop policy instruments and economic incentives to actively engage the private sector in climate adaptation initiatives. This includes fostering public-private partnerships and creating investment opportunities that align with national adaptation goals.

OBJECTIVES OF THE ASSIGNMENT

Under the framework of this project, MEF, MADES and GGGI are recruiting a Vulnerability Assessment Consultant who will work on climate vulnerability studies to strengthen adaptation planning of the agricultural and forestry sectors in Paraguay. This consultancy aims to develop a comprehensive report on vulnerability to climate change, identifying key climate risks and priority adaptation solutions in the forestry and agriculture sector. These results will be direct inputs to the development of the NAP, sectoral plans and targets, ensuring that adaptation efforts are based on evidence and local needs. The data and analysis collected will be available through a newly developed climate data platform hosted on the Ministry of Environment website for easy access to data and research.

The key activities of this consultancy are the following:

Review and analyze all the information collected by MADES and CNCC on vulnerability assessment to establish a baseline in the AFOLU sector. Conduct diagnostic studies on climate vulnerabilities in the agriculture and forestry sectors. Analyze weather trends and assess sector-specific climate risks, quantifying potential economic impacts. Prepare detailed vulnerability reports to inform adaptation planning. Provide inputs for the identification, prioritization and selection of climate change adaptation measures for the agricultural, forestry and livestock sectors.

Coordinate activities with PMU, counterpart and other relevant stakeholders, also considering other consulting results.

SCOPE OF WORK The Vulnerability Assessment Consultant will be part of the Project Technical Unit (RTU) consisting of an Agriculture Officer, a Forestry Officer, a Public Policy Consultant, a GESI Consultant, a Sustainable Finance Consultant, an Economic Modelling Consultant and a Senior Communication Assistant. Work plan validated with MADES that includes a description of the methodology, activities and schedule.

Assessment of agroclimatic trends in Paraguay

Assess the availability and capacity of climate and weather data systems in Paraguay, identifying critical gaps and constraints, and develop a strategic roadmap to improve data collection and analysis.

Conduct a 30-year weather analysis (official normal climate with periods: 61-90, 71-00, and 81-10) to identify climate trends and assess specific impacts and vulnerabilities. An advance of this analysis is expected with the identification of the climatic phenomena to be analyzed, collection of information and preparation of the DB for the analyses, first results obtained.

Vulnerability and risk assessment in the forestry and agricultural sectors

Final report with the analysis of climatic phenomena and their trends in Paraguay.

Report on long-term precipitation and temperature scenarios in Paraguay taking into account previous IPCC AR6 results, oriented to the agricultural and forestry sectors.

Review of vulnerability analysis methodologies and selection of the best methodology, in agreement with the Focal Point and PMU.

Review and analyse the Global Goal on Adaptation (GGA) to identify relevant indicators, assess available data and determine its applicability to vulnerability assessment, ensuring alignment with GGA guidelines to maintain consistency with international adaptation frameworks throughout the process

Detailed vulnerability reports to provide inputs for the identification, prioritization and selection of adaptation measures for the agriculture and forestry sectors

Develop a vulnerability report that compiles vulnerability risk assessments to inform adaptation planning, taking into account the results of the consultancy Output 3 (climate trends and scenarios).

Contribute to the development of adaptation action portfolios for the Eastern and Western regions, focusing on the agriculture and forestry sectors, tailoring measures to reduce vulnerabilities and risks, disaggregating actions by unit size (e.g. micro, small, medium, large producer), demographics (e.g. youth, elderly), gender and sector-specific indicators.

Carry out a technical feasibility assessment of the proposed adaptation actions to determine their feasibility.

Map and analyse interconnected systems to support integrated and cross-sectoral approaches to climate resilience.

Map climate-exposed areas using geospatial tools to understand regional variations in vulnerability and economic impacts

Draft Report of the analysis of vulnerability, risks and impacts, with the identification of indicators of loss and damage and a roadmap for prioritized adaptation actions.

Support MEF, MADES, and CNCC in prioritizing proposed adaptation actions based on technical feasibility, co-benefits, and alignment with national priorities

Support the adaptation leader working with MADES in developing detailed implementation roadmaps for prioritized adaptation actions in the eastern and western regions, specifying timelines, responsible parties, barriers, costs, and sources of funding for each action.

Contribute to the planning of the implementation of prioritized adaptation actions.

The Consultant must integrate the comments of GGGI, MADES, MEF and the technical focal points of other institutions involved, within 7 days after receiving the comments or requests for modification of products. All reports will be produced in Spanish and will follow GGGI's format requirements and will be submitted along with full raw data sets, research materials, minutes, interviews, participant listings, and executive summaries will be delivered in English. The final consolidated product of the consultancy must include a full English translation. Payments will be made against delivery of the products with prior approval from MADES, and approval from the GGGI Project Manager. The MEF must be in copy of all communications in its capacity as Designated National Authority.
QUALIFICATIONS / EXPERIENCE / KNOWLEDGE
Master's degree or higher in fields such as climate science, environmental science, agriculture, forestry, meteorology, or related discipline. At least 7 years of experience in conducting vulnerability assessments, particularly in the agriculture and forestry sectors. Proven track record in diagnostic studies related to climate change impacts and sectoral vulnerabilities Experience in analyzing weather and climate trends, including proficiency in interpreting large data sets and applying risk assessment tools. Fluency in Spanish and English is required.

ADMINISTRATIVE INFORMATION
During the first week of assignment, the consultant will define the consultancy's reporting arrangements, in consultation with the NDA and the Project Manager. The consultant will work from the MEF and MADES office to ensure smooth communication and cooperation, data collection, and on-the-job training. The closing date is Korea Standard Time (KST). Applications submitted after the deadline will not be considered. The cover letter and CV must be submitted in English. A consortium or a company cannot be hired for the assignment of an individual consultant.
