Organizational Setting and Reporting Relationship
The position of Operations Assistant is assigned to the Timor Leste Resident Mission (TLRM) within the Southeast Asia Department (SERD). You will be based at our Resident Mission Office in Dili.
You will report to the designated International and senior Local Staff.
Your Role
As an Operations Assistant, you will perform a full range of administrative responsibilities for TLRM and will assist in multiple activities relating to project administration and other administrative tasks.
You will:
- Ensure that all correspondence and documents for supervisors are prepared, formatted, and submitted on time in compliance with ADB's standards; monitor and distribute incoming communications, and ensure outgoing communications are delivered to intended recipients.
- Coordinate supervisors' schedules by maintaining their calendars and organizing appointments;
- Support daily routine functions including: (i) arranging mission travel for the team members including visa arrangements and other requirements; (ii) coordinating meetings, disseminating relevant materials, and taking minutes; (iii) preparing and formatting reports and memos; (iv) maintaining document files and its systematic safekeeping for easy retrieval; (v) providing logistical and admin support to missions and other activities; and (vi) provide back-up support for other Operations Assistants when they are absent.
- Support in the administration of assigned technical assistance (TAs) and loans including the selection and recruitment process of consultants, processing claims and contract variations, monitoring budget and implementation progress, and preparing completion reports; ensure compliance with e-Operations and other IT/system enhancements being used within ADB.
- Perform other responsibilities that may be assigned as reflected in your workplan.
Qualifications
You will need:
- Bachelor's degree in finance, social sciences, business studies, or other related fields.
- At least 5 years of relevant professional work experience; experience in international multilateral and bilateral agencies is desirable.
- Ability to work proactively on assigned tasks, areas of analysis and research that have a well-defined scope and steps.
- Excellent proficiency in written and verbal English communications.
- Proficiency in standard software programs (Word, Excel, PowerPoint) and information technologies.
- Ability to work collaboratively with individuals from different cultural and technical backgrounds.

Additional Information
This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and residents of Timor Leste.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
