The Multilateral Investment Guarantee Agency (MIGA) is a member of the World Bank Group with a mission to promote foreign direct investment into developing countries to help end extreme poverty and boost shared prosperity on a livable planet. MIGA houses the World Bank Group (WBG) guarantee platform which brings together products and experts from the World Bank, International Finance Corporation (IFC), and MIGA for simplicity, efficiency, and speed. In February 2024, the World Bank Group announced a major upgrade to its guarantees business that will deliver improved guarantee access through a unified team at MIGA as well as innovative new guarantee solutions. These new reforms will help position MIGA to achieve the goal of tripling annual guarantee issuance to $20 billion by 2030.
MIGAโs Operations Department (MIGOP) leads MIGAโs guarantee business development and origination activities, structures transactions, and leads projects through the underwriting and approval process, and manages our guarantees portfolio.ย Within MIGOP, the Global Transaction Team (GTT) is a dedicated team of Operations Analysts, Underwriters, and Senior Underwriters with a focus on underwriting MIGAโs guarantee transactions.ย ย
MIGOP is seeking a highly experienced, motivated, and proactive Operations Analyst with strong project finance, public sector finance, and/or political risk insurance underwriting skills, as well as client and new business origination skills, preferably gained in the energy and general infrastructure sectors.
While reporting to the Manager for GTT, the Operations Analyst will work closely with Transaction Team Leads (Underwriters and Senior Underwriters) on underwriting guarantee transactions.ย Depending on experience, the activities may also include supporting business origination and transaction structuring activities.ย Through this role, the Operations Analyst will develop a broad knowledge of MIGAโs guarantee activities by working on transactions across the Platformโs full product line (including, PRI including Capital Optimization, Non-Honoring for both the real and financial sectors, and trade finance guarantees) and across regions and sectors (energy and extractives industries, infrastructure, financial institutions, capital markets, manufacturing, agriculture, services, etc.).
DUTIES AND RESPONSIBILITIESย
โข Work on multi-disciplinary transaction teams within MIGA (legal, environment and social, climate finance, reinsurance, gender, integrity, risk, development impact, etc.) throughout the transaction lifecycle including underwriting, approvals and guarantee negotiationย ย โข Conduct independent research and analysis on various topics including the transaction investor and sector and support analysis on the technical and commercial viability of the investment project
โข Prepare and use complex financial models to, amongst others, analyze the financial viability of the investment project or support credit analysis for credit enhancement transactions
โข Engage with MIGAโs clients, conduct in-country and virtual due diligence meetings with host country government officials, and collaborate with partners (e.g. World Bank, IFC, and other development finance partners)
โข Prepare guarantee pricing estimates for clientsย โข Contribute to preparation of high-quality guarantee proposal documents and participate in presentations to MIGAโs Senior Management
โข In close coordination with MIGA Senior/Sector Underwriters, Sector Managers, and Regional Heads, support MIGAโs new business origination and client management efforts and, as required, conduct industry and client research
โข As required, prepare talking points and presentations for new business origination-focused activities with project sponsors, government officials, state-owned enterprises, financial institutions, specialist industry groups, and forums
โข As required, collaborate with the portfolio team to provide analytical support in respect of portfolio management activitiesย
โข As required, conduct integrity searches on potential clients, project participants and stakeholders.
Selection Criteria
โข Must have a Masterโs degree (e.g., in Finance, Economics, International Business, or related field) and at least 2 yearsโ relevant experience, or an equivalent combination of education and experience.ย Relevant experience includes limited non-recourse project finance work and/or analyzing and executing commercial or public sector investments, financial analysis with a focus on complex transactions in the emerging markets general infrastructure and energy sectors.ย Such experience ideally gained with a reputable and well known global financial institution (multi-lateral development bank, consulting firm, private sector sponsor, investment or commercial bank, etc.)
โข Knowledge of emerging markets finance and economic development and an understanding of issues related to credit guarantees, trade finance, investment insurance and/or foreign direct investment in emerging markets
โข Demonstrated high-level understanding of political, sovereign risk guarantee products, and their application in the project and export finance banking fields
โข Excellent knowledge of excel and financial analysis with the ability to develop complex financial models
โข Strong analytical and conceptual skills, preferably in corporate / project finance
โข Excellent communication skills (both written and oral)
โข Effective interpersonal skills and ability to interact effectively with clients and colleagues from various cultural backgrounds under time pressure
โข Ability to think and work independently, analyze problems and identify appropriate solutions
โข Fluency in spoken and written English required, and fluency in French and/or Spanish desired.
