Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the worldโs largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is โto inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.โ IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
The East Asia Country Cluster Delegation (EACCD or EAD) based in Beijing, China works closely with the East Asia National Societies (EANS) of the following countries: China (Red Cross Society of China โ RCSC), Japan (Japanese Red Cross Society โ JRCS), Mongolia (Mongolian Red Cross Society โ MRCS) and the Republic of Korea (Korea National Red Cross โ KNRC). The IFRC EAD also provides remote support to the DPRK Red Cross Society (DPRK RCS) through the IFRC Country Delegation in DPRK.
Job Purpose
The PRD Officer will support the opportunities related to the Global Development and South-South Cooperation Fund, and other partnership and resource development opportunities. The position holder will contribute to identifying and exploring funding opportunities for multilateral, multiyear, multi-country support. Working with relationship managers, country delegations, and technical units, the position holder will be responsible for ensuring timely, quality submissions of proposals and concept notes to donors, and providing good coordination support for project implementation and reporting.
Job Duties and Responsibilities
1. Support the identification of new opportunities for projects related to Global Development and South-South Cooperation Fund and other funding opportunities.
Support the collection of information and analysis on trends and opportunities related to the Global Development and South-South Cooperation Fund, and other funding opportunities. Support the identification of new project opportunities in line with the priorities of IFRC and the priorities of Global Development and South-South Cooperation Fund, and other funding opportunities. Play an active role in summarizing the main results of the previous and current projects, including the development of good cases and other project materials. Facilitate internal and external dialogues and other processes to formulate new projects, based on the identified opportunities. Support possible outreach to key partners and stakeholders. Facilitate the IFRC organizational knowledge sharing.2. Coordinate proposal development related to Global Development and South-South Cooperation Fund and other funding opportunities.
In line with the identified prioritized areas, closely coordinate with IFRC colleagues, Red Cross and Red Crescent National Societies, and other partners, for the formulation of project proposals. Closely coordinate with CIDCA and China International Center for Economic and Technical Exchange (CICETE) to seek their guidance and advice regarding proposal development. Lead the revisions and updates of the proposals, based on the feedback and comments from CIDCA, CICETE and other relevant partners and stakeholders.3. Support and coordinate agreement review and approval process related to Global Development and South-South Cooperation Fund and other funding opportunities.
Act as the main focal point to coordinate the agreement review process. Coordinate with CIDCA, CICETE, other partners, and IFRC colleagues for the agreement review and revision. Coordinate the agreement approval process, including supporting procedures in the online approval system. Support with translation during the agreement review and approval process when needed.4. Provide coordination support during the project implementation and reporting
5. Support other partnership and resource development activities
Contribute to identifying potential partnership and resource development opportunities, including supporting key stakeholder mapping, outreach meetings, etc. Support the development of materials for the purpose of partnership and resource development, such as pitching materials and briefings. Support high-level visits and IFRCโs representation at internal and external events and meetings. Support other tasks related to partnership and resource development, as designated by the supervisor.

โข University degree in a relevant field is required.
โข Graduate-level degree in international relations, diplomacy, political science, or other related discipline is preferred.
โข Relevant professional training courses are preferred.
Experience
โข At least 3 yearsโ experience in project formulation and project management in a non-profit organization is required
โข Solid track record in proposal writing is required
โข Experience in coordination and partnership development is required
โข Experience of working in/with funding/grant giving organisations is required
โข Experience of working related to Global Development and South-South Cooperation Fund is preferred.
