Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the worldโs largest humanitarian organization, with a network of 192-member National Societies. The overall aim of IFRC is โto inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.โ IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
The IM Officer will report to the Senior officer, Communications.
Job Purpose
The Information Management Officer will ensure that data (primary and secondary sources) is collected and analysed properly, for the purpose of the relevance of the secretariat supported hunger response. It will also ensure that this consolidated and analysed data is shared with Operations Manager and technical teams to ensure proper decision making. Finally, this data will be used to foster the Humanitarian Diplomacy agenda and raise the profile of RCRC positioning in this crisis. They will conduct multiple analyses and produce data visualization outputs such as maps, infographics and dashboards.
They will maintain relations with National Societies involved in the regional response and will provide guidance and technical support. They will be responsible for maintaining the IFRC GO profile. They will advise other teams on best solutions to implement in order to collect and analyse data.
Job Duties and Responsibilities
- Identify information gaps and monitor relevant secondary data sources to fill those gaps.
- Support, advise or lead (when assigned) assessments design and implementation.
- Coordinate, support or advise on primary and secondary data collection, management, storage and archiving.
- Collect and consolidate all secondary data.
- Select and implement structured analytical techniques to improve the quality, credibility and rigor of the analysis.
- Create data visualization outputs such as maps, infographics and dashboards.
- Create and monitor scenarios for the hunger crisis including designing and facilitating scenario building workshops with various sectors and operations departments.
- Act as the technical focal point for remote and in-country technical support and coordination, when requested by the operational requirements.
- Maintain and update relevant information on IFRC GO, including the documents and information products thereby referenced.
- Ensure lessons learnt are captured and fed into country and global level guidance or assessment preparedness activities.
- Maintain and organize IM folder on SharePoint to keep data updated and easily accessible.
- Maintain clear communication with the IM Coordinator and provide regular updates on ongoing tasks.
Education
Required:
- Relevant university degree / higher education or demonstrated equivalent humanitarian related experience
Preferred:
- Relevant post-graduate degree
Experience
3 to 5 years of proven experience in information management and data analysis in humanitarian contexts. Experience in assessment design and data management related to large scale inter agency or sectoral needs assessments. Experience in undertaking and managing complex, large scale humanitarian needs. Experience in designing, conducting, and analysing large surveys in emergenciesAbility to perform accurate data analysis even on a tight schedule.
Preferred:
At least 2 years of experience of working for the Red Cross/Red Crescent MovementKnowledge, Skills and Languages
Knowledge of data analysis required as well as data visualization. Knowledge of database or data manipulation software: ACCESS, Excel, MySQL or PostGreSQL, and/or other statistical programmes (STATA or SPSS) and/or programming languages (R or Python). Good knowledge and experience of data collection tools and platforms, such as Kobo Toolbox and ODK. Knowledge of GIS systems (preferably QGIS). Strong knowledge of data visualization (preferably PowerBI). Strong analytical skills and ability to handle complex issues and data. Understanding emergency IFRC planning mechanisms and outputs (Emergency Appeal, Emergency Plan of Action & Operational update). Excellent written and verbal communication skills are essential with the ability to craft an analytical narrative from data findings. Good understanding of humanitarian responses, actors involved, and the role of evidence-based decision making for the delivery of humanitarian action Strong interpersonal skills and diplomacy in order to manage relationships with many stakeholders and in a complex situational environment. Solid skills in teamwork and coordination so as to be able to bridge the communication between decision makers and technical personnel. Excellent analytical and problem-solving skills, including the ability to synthesize, process and prioritize large amounts of information. Strong attention to detail in both listening and visualization design. Ability to work towards tight deadlines and handle multiple tasks. Additional skills in database management, web design and programming, and internet technologies.Languages:
