About IRRI The International Rice Research Institute (IRRI) is dedicated to reducing poverty and hunger through rice science; improving the health and welfare of rice farmers and consumers; and protecting the rice-growing environment for future generations. Working with in-country partners, IRRI develops advanced rice varieties that yield more grain and better withstand pests and disease as well as flooding, drought, and other harmful effects of climate change.
Job Purpose
In close coordination with the trainer/coordinator and the Manager, IRRI Education, the position will effectively coordinate and facilitate short and long-term courses, project-based capacity development to be provided to internal and external stakeholders, ensuring efficient transfer of knowledge and skills. Specifically, this will include planning, drafting, organizing short and long courses, and initiating systematic feedback processes, trainee-learning outcomes, including collection, collation, and reporting of the pre- and post-training assessments in order to track the effectiveness of all the courses implemented by IE, and will draft the end of training report. The officer is also expected to work with the IE Pipeline generation team to ensure a robust pipeline for short courses.
This position will be based at the IRRI Headquarters, Los Baños, Philippines and may only be filled by permanent citizens of the Philippines.
Roles and Responsibilities
- Plan, draft, finalize, implement and facilitate assigned short courses, project-based capacity development projects and initiate systematic feedback processes in order to track the effectiveness of the courses implemented through IE.
- Prepare different reports, including training completion reports. M&E reports and weekly course reports and updates on the status of courses including issues and concerns and proposed actions and actions taken.
- Prepare the training program and participant materials for all assigned courses, including overseeing field set ups to ensure smooth flow of course activities
- Develop and implement M&E frameworks and tools that align with the objectives and training programs; assess the effectiveness, relevance, and quality of training activities, materials, delivery and outcomes; and generate evidence-based recommendations that support decision-making, strengthen training design, and enhance capacity development initiatives.
- Develop and document clear, standardized SOPs to guide the planning, implementation, monitoring, and reporting of capacity-building programs, ensuring consistency, quality, and accountability across training activities. These SOPs support institutional learning and staff efficiency by outlining step-by-step protocols for training design, participant selection, logistics, documentation, and post-training evaluation.
- Identify possible resource persons for the implementation.
- Meet with resource persons to update on feedback and participant progress.
- Coordinate with internal and external resource persons, farmer groups, partner organizations and other relevant stakeholders for efficient organization of trainings
- Maintain open and timely communication with relevant IRRI key units to guarantee ease in the logistical arrangements.
- Work closely with training organizers, facilitators, content developers, and other stakeholders to establish clear M&E framework, indicators, and data collection methods; collaborate with participants, trainers, and partner organization to gather feedback through surveys, interviews, focus groups, and assessments; coordinate pre- and post-training evaluations to measure learning gains, application of knowledge, and satisfaction; and engage with program leads and management to discuss findings, trends, and improvements for future training cycles.
- Collaborate with program leads, trainers, coordinators, and administrative teams involved in the delivery of capacity building programs to collect detailed information on existing practices.
- Process and organize course implementation and trainee-learning outcomes, including collection, collation and reporting of the pre- and post-training evaluations.
- Systematically collect files and records and keep track of course activity programs for ease of access, storage and retrieval of information
- Ensure all course materials are compiled and shared with relevant stakeholders for each of the courses implemented; prepare and submit reports for submission to the relevant stakeholders; and coordinate in sending relevant letters to stakeholders
- Design and manage M&E tools (e.g., feedback forms, assessments, observation checklists); analyze training data and prepare detailed reports on learning outcomes and participant feedback; create visual summaries (dashboards, infographics, presentations) for internal and external stakeholders; monitor implementation of post-training action plans and conduct follow-up surveys to assess knowledge retention and impact; ensure timely documentation and sharing of lessons learned and best practices for institutional learning.
- Produce comprehensive SOP documents for each phase of the training process, needs assessment, course design, coordination, delivery, monitoring and evaluation, and reporting.
Qualifications
- BS in Agriculture, Development Communication, or any related field with relevant work experience in training/workshop coordination and facilitation, and implementing training courses for various stakeholders, including professionals, students, farmers, among others.
