Work LocationRiyadh Expected duration12 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office delivers advisory services and capacity building support to countries to achieve environmental and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Ministry of Environment, Water and Agriculture (MEWA) of the Kingdom of Saudi Arabia. The Consultant will report to the Project Manager at the UNEP West Asia Office. Under the direct supervision of the Project Manager in UNEP West Asia Office, the Consultant will work closely with the MEWAโs Awareness Department and Principal Awareness Consultant to support the capacity building of environmental NGOs, ensuring alignment with national environment strategies, environmental NGOsโ priorities, while providing targeted guidance to the NGOs to overcome their challenges and improve project financing and implementation as follows: 1. Develop an updated list and profiles of national NGOs active on environment in Saudi Arabia. 2. Map out NGOs capacities with regard to the environment focus, size of operations and structure, financial resources, etc. 3. Develop comprehensive guidelines (in Arabic and English) for NGOs on drafting proposals and implementing environmental projects in Saudi Arabia, covering the full project cycle from concept development to execution, monitoring, and reporting. The guidelines should be contextualized to Saudi Arabia, clear, practical, and easy to understand, ensuring accessibility for individuals with varying levels of experience and education within NGOs. 4. Design and deliver a Train the Trainers workshop for Environmental NGOs in KSA on proposal writing and project management, incorporating practical examples and case studies to enhance their understanding and application of the guidelines. 5. Develop a guiding reference document (in Arabic and English) on enhancing financial sustainability for environmental NGOs, outlining strategies for securing diverse funding sources, managing financial risks, and ensuring long-term viability. The document should cover key topics such as grant application processes, grant writing, fundraising strategies, financial planning, budgeting, donor identification and engagement, and income diversification. Incorporate the outcome of the ToT into the above guidelines. 6. Design and deliver an interactive Train the Trainers workshop incorporating practical exercises and best practices to enhance participantsโ understanding and application of financial sustainability principles. Coordinate the exchange of experience between small, emerging environmental NGOs and well-established, highly effective organizations by preparing a comparative report and twining strategy. 8. Provide hands on mentoring to a selected environmental NGO through project development, proposal writing, fundraising, and implementation, providing tailored guidance to enhance financial sustainability and project impact. 9. Conduct a final report summarizing the consultancy work, key findings, challenges, and recommendations, providing strategic insights on strengthening NGO capacity in environmental project implementation. Qualifications/special skillsMasters degree or equivalent in Environmental Management, Project Management, Sustainable Development, Political Science, Public Administration or related fields is required. Minimum 10 years of experience in environmental project management, NGO management, or grant acquisition. Proven experience in providing technical guidance and capacity-building/training programs for NGOs is required Experience in working with international organizations, government agencies, or funding institutions is required Experience in designing and delivering training workshops, especially Train-the-Trainer programs is required Knowledge of environmental issues in Saudi Arabia is an asset LanguagesFluency in English and Arabic is required.
